Until now, the basic education standard did not specify which language should be learned as a Saeima commission about abandoning Russian as a second foreign language in secondary school /”>second foreign language, so most often students chose to learn Russian. From September 1, 2026, it can only be one of the official languages of the EU or the European Economic Area. Currently, the draft law on the second foreign language is being advanced to the third reading in the Saeima, and the responsible committee was looking at the proposals, which suggested giving up the possibility to abandon the Russian language not only in primary school, but also in secondary school.
Equal rights
The parliamentary secretary of the Ministry of Education and Science (MES) Silvija Reinberga (JV) recommended first to arrange the regulatory framework in the mandatory – basic education – stage, then focus on a systematic transition in the secondary education stage, including professional education. The Ministry of Education and Culture admits that it could be allowed to abandon the Russian language as a second foreign language in the optimal level course, but not in the advanced one. She drew attention to the fact that there are students who purposefully chose to learn the Russian language in depth in high school, they take tests, the school has created relevant content, invested resources. “In that case, we create an upside-down system. We have discussed it with the Ministry of Interior, and our compromise could be regarding the optimal level.”
