There was an underlying concern that President Yoon Seok-yeol’s exercise of the veto of the 10th bill could act as a major negative factor in public sentiment, which was confirmed by the April 10 general elections, and could act as a fatal blow to securing momentum for government affairs. The President’s Office maintained the position that the problems with the passage of the Special Prosecution Act were sufficiently explained, and drew a line at the theory of conditional acceptance as “a story that has gone too far.”
Lee Yang-soo, senior vice-president of the People Power Party, said on the 6th, “The Democratic Party of Korea cannot trust the Corruption Investigation Office, so let’s conduct a special investigation right now. (We) said in advance, ‘Let’s wait for the investigation of the Corruption Investigation Office for three months, and if it fails (properly) then, let’s conduct a special investigation then.’ “I am making a promise,” he said publicly. He continued, “If we just slightly adjust the period and scale, we can resolve the issues that the public has suspicions about, but isn’t doing it unilaterally like that just a ploy by the Democratic Party to create a government that produces vetoes?” . Even though People Power Party floor leader Yoon Jae-ok previously expressed a strong stance, saying, “We have no choice but to suggest the right to request a reconsideration (to Yongsan),” Chief Lee is raising the theory of conditional acceptance because if the exercise of the veto becomes a reality, the “frame of non-communication” will spread and the ruling party will be unable to do so. This reflects the sense of crisis that it could act as a major negative factor.
The President’s Office initially took a negative stance on the theory of conditional acceptance.
