In this message, Mr. Mayara expresses, in his name and that of all the members of the House of Advisors, his sincere feelings of loyalty and fidelity to HM the King, imploring the Most High to preserve the Sovereign and to perpetuate upon Him the benefits of health and well-being, and to realize, under His enlightened guidance, the aspirations of His Majesty for His faithful people for greater development, progress and prosperity.

The members of the Chamber remember with great pride and deep consideration the constant efforts and sustained action of the Sovereign for the achievement of comprehensive development throughout the Kingdom and the consecration of the values ​​of solidarity, social cohesion and balance. territorial, he stressed.

The Chamber, which the Sovereign surrounds with His High solicitude and benevolence, is deeply aware of the extent of the challenges it is called upon to meet in order to live up to the expectations of His Majesty the King aimed at raising Morocco to the first place in terms of consolidation of the democratic structure, he noted.

The Chamber, adds the message, is strongly determined to undertake the necessary reforms with a view to developing the performance of the legislative institution and consolidating the values ​​of transparency, integrity and high parliamentary conduct, so as to improve efficiency. parliamentary support for major reform projects and structuring projects, carried out under the far-sighted leadership of His Majesty the King.

This session, he recalled, was crowned by the approval, in a climate of cooperation and constructive debate with the government, a total of 23 legislative texts, in particular the draft Finance Law 2024, as well as a number of vital projects, in particular two texts relating to national efforts to deal with the fallout from the Al Haouz earthquake. This is the legal framework allowing the implementation of the High Instructions of His Majesty the King relating to the care of child victims of the Al Haouz earthquake and the granting of the status of “wards of the nation”, as well as the creation of the High Atlas Development Agency.

Two texts relating to the development of the health system in Morocco were also adopted, and two others concerning the implementation of the direct social assistance project, in accordance with the High Royal Directives. The first concerns the direct social assistance system, while the second concerns the creation of the National Social Assistance Agency, continued Mr. Mayara.

This session was also marked by the adoption of four texts relating to the field of social protection, and two texts relating to the education sector, as well as seven texts relating to the ratification of international agreements in various fields, relating to African and Islamic cooperation and bilateral cooperation with several friendly and brotherly countries.

In terms of monitoring government action, Mr. Mayara stressed that during the 16 sessions held by the House of Advisors, 22 government departments were questioned on current issues placed at the heart of public concerns. public. These questions concern in particular important aspects of the social and economic life of citizens as well as Moroccan businesses, in a context marked by climatic constraints against a backdrop of scarcity of precipitation and its impact on water resources.

Regarding the evaluation of public policies, he stressed that the Chamber of Advisors has formed two thematic working groups, one responsible for preparing the annual session of discussion and evaluation of public policies, scheduled before the closing of the legislative year, with the theme “public policy in the tourism sector”. The other group was tasked with preparing a report on the Kingdom’s language policy.

The Chamber also worked to promote cooperation with constitutional institutions, in application of the relevant legal provisions, in order to serve the constitutional system of the Kingdom, continued Mr. Mayara.

On the other hand, the Chamber continued to exercise its role of supporting the diplomatic efforts made by the Kingdom under the visionary leadership of HM the King, with the aim of defending the supreme interests of the Kingdom, with the question at their head territorial integrity and the consolidation of the Kingdom’s place internationally.

Mr. Mayara also highlighted the continued commitment of all components of the House of Advisors to strengthening bilateral and multilateral parliamentary cooperation at the level of different geopolitical zones, particularly towards the Africa and Latin America, as part of supporting development and solidarity initiatives aimed at strengthening South-South cooperation, relating to issues of development, economic change, trade, investments, technology, innovation and energy, health, food and water security.

In order to consolidate its position as a space for constructive debate, he noted, the Chamber has continued to devote its dynamic of openness and communication through the organization of the fifth Parliamentary Forum of the Regions, as well as the celebration, under the High Patronage of HM the King, and in cooperation with the House of Representatives, of the 60th anniversary of the creation of the Moroccan Parliament.
