Member of the Supreme Council of State, Mohamed Amazeb, attributed the reason for the Council’s refusal to approve Parliament’s budget of Hammad’s government to its violation of the political agreement.
Amazeb said in an intervention with Libya Al-Ahrar that the matter is not related to the government, but rather to the agreement, Article 13 of which stipulates that approving the budget is for the representatives, but after steps including passing it from the government to the State Council for review and review, which did not happen.
Amazeb added that the responsibility falls on the Central Bank, which will be officially notified of the decision of the State Council, and if the Central Bank does not heed this, it will consider spending the budget a waste of public money and expose its governor, Al-Siddiq Al-Kabir, to violations that may amount to criminal offenses, as he put it.
The Council rejected the budget law approved by the House of Representatives for the government, describing it as “illegitimate.” Because it violates the provisions of the political agreement.
In a previous session, the Council announced its rejection of the bilateral reform bill submitted by the Presidential Council. Because it does not meet the aspirations of the people, he stressed that Law No. 29 of 2013 regarding transitional justice is the most appropriate to fulfill the principles of reconciliation in Libya.
The Supreme Council of State stressed the obligation of the concerned authorities to handle the treatment file, by addressing the bottlenecks that prevent the provision of treatment to citizens at home and abroad, with the necessity of activating the health insurance law for all Libyans, to achieve justice in the field of health care and eliminate corruption.
On April 30, the House of Representatives announced the approval of the budget law submitted by the government-designate, worth 90 billion, divided into 4 sections, not including the development section.
