In an effort to improve the living conditions of pensioners in Colombia, the National Government has announced plans to reform the Constitution in order to include the long-awaited 14th allowance in the pensions of all citizens.
The Minister of Labor, Gloria Inés Ramírez, revealed this initiative during a government event held in the town of Ciudad Bolívar, Bogotá, this Monday. Before an attentive audience, Ramírez affirmed that, to achieve this objective, a constitutional modification will be necessary.
«To reintroduce allowance 14, we will have to carry out a reform of the Constitution. “First we will advance with the pension reform and then we will focus on this modification,” Ramírez declared during his speech.

The pension reform proposal is currently under debate in the House of Representatives and is expected to be approved before June 20. Once this phase is completed, the Government will proceed with the presentation of the constitutional reform necessary to reincorporate allowance 14 into pensions.
Allowance 14, initially introduced in 1993, was eliminated in 2005 by the government of Álvaro Uribe Vélez, with the argument of maintaining the sustainability of the pension system. However, its reintroduction is now presented as a measure aimed at improving the economic well-being of pensioners in the country.
