The Seimas calls on the public sector to use artificial intelligence responsibly and transparently

In the resolution adopted on Thursday regarding the use of artificial intelligence technologies in the public sector, the Seimas emphasizes responsibility for the decisions made, non-abuse, transparency, priority of human interests and other principles. The government is urged by this document to ensure that the public sector adheres to these principles.

“Artificial intelligence is a new stage in the development of the whole world, but until there is no clear legal regulation, we are facing a certain vacuum, a gap that needs to be filled.” We, the politicians, have to take responsibility and define this process politically”, said Rasa Petrauskienė, chairman of the Artificial Intelligence (AI) working group of the Future Committee of the Seimas, presenting the draft resolution.

According to her, we currently do not have the legislation to effectively control the use of artificial intelligence. This gap, she believes, can lead to many problems.

Public sector entities, according to the resolution, will have to ensure that administrative decisions based on modern technologies are constantly under human control.

The resolution talks about the responsibility of the public sector for the consequences of activities, regardless of whether these consequences arose from human factors or from the use of artificial intelligence technologies. It is also required to ensure equally high performance quality regardless of whether the results are based on human activity or artificial intelligence technologies.

According to the resolution, the impact of artificial intelligence on specific performance will have to be separately noted.

Public sector entities will have to ensure that artificial intelligence technologies treat all individuals equally – “do not limit their rights, do not give them privileges because of their gender, race, nationality, language, origin, social and economic status, sexual orientation, education, religious or political views” .

It will be possible to use artificial intelligence technologies only in accordance with the purpose and legal acts regulating the activities of public sector entities. Information about such technologies used and their impact on specific performance results will have to be made public on an ongoing basis.

The use of artificial intelligence technologies will have to prioritize the “protection of human rights and legitimate interests”.

“Only the proper use of artificial intelligence tools can ensure comprehensive protection of human rights and freedoms, the country’s economic and national security interests,” the resolution emphasizes.

The Seimas resolution “On the principles of using artificial intelligence technologies in the public sector” was approved by 82, 2 voted against, and 17 Seimas members abstained.

As ELTA has already announced, amendments to the Statute, which will allow MPs to use artificial intelligence in their activities, have been registered in the Seimas. If the parliament approves, Seimas members would have the right “to ethically and responsibly use artificial intelligence (AI) systems and other high-tech tools and measures in their activities.”
