The government decided to suspend public pre-subscription as cases of delayed occupancy became frequent, including delays in 7 complex projects among the complexes scheduled for main subscription in September and October.
In addition, temporary housing is provided to those who have won the pre-subscription but the move-in has been delayed, and benefits such as reducing the down payment ratio and the number of interim payments are granted when the main application is delayed for more than 6 months.
The Ministry of Land, Infrastructure and Transport and Korea Land and Housing Corporation (LH) announced on the 14th that they will suspend new implementation of public pre-subscription.
Pre-subscription is a system that is implemented before the main subscription that is implemented after the start of housing construction, and was introduced during the Moon Jae-in administration with the purpose of distributing housing demand through early supply.
However, there is a limit to the project schedule being delayed when obstacles occur after pre-subscription supply, such as excavation of cultural assets, discovery of legally protected species such as snails, and delays in infrastructure installation.
The main subscription period for complexes that implemented pre-subscription from July 2021 to July 2022, when the system was first introduced, is approaching in earnest. However, as cases such as Gunpo Daeyami have occurred where the main subscription schedule is delayed for a long time, there is a wait for pre-subscription winners. Inconveniences are increasing as time increases.
Accordingly, the Ministry of Land, Infrastructure and Transport no longer implements pre-subscription, and for newly supplied public housing, the main subscription is immediately implemented without pre-subscription.
First, we provide early notification of the project progress schedule for the pre-subscription implementation complex to support the smooth establishment of housing plans for pre-subscription winners.
LH has notified pre-subscription winners about delays 1-2 months before the main subscription, but in the future, in the event of a delay, it plans to quickly provide information on the expected delay period and reason to help pre-subscription winners establish a housing plan.
First, we plan to check the project progress status and whether there are any delays from the pre-subscription implementation complex where main subscription is scheduled to take place in the second half of this year, and individually inform the winners of the complex of the project promotion schedule (including whether there is a delay) as soon as possible.
Project delays were confirmed in seven of the complexes scheduled for main subscription between September and October of this year. The winners of the complex will be informed of the project schedule during this month.
Specifically, △Namyangju Wangsuk 2 A1 (762 households) △Namyangju Wangsuk 2 A3 (650 households) △Gwacheonjuam C1 (884 households) △Gwacheonjuam C2 (651 households) △Hanam Gyosan A2 (1056 households) △Guri Galmae Station area A1 ( 1,125 households) △Namyangju Wangsuk (539 households), etc.
We are also pursuing management measures to resolve the inconveniences experienced by existing pre-subscription winners.
Among pre-subscription complexes where the main subscription has not yet been implemented, if the main subscription is delayed for more than 6 months, LH will partially adjust the down payment rate at the time of signing the main subscription contract (e.g. 10% → 5%) so that the balance can be paid. do.
The number of interim payment payments will also be reduced and adjusted (e.g. 2 times → 1 time), and we plan to support delayed business complexes to receive group loans for interim payments.
In addition, LH plans to provide support by recommending and providing guidance on renting to pre-subscription winners, such as newlywed households.
It was decided to periodically inspect and manage the progress and obstacles for each business complex.
If the delay and reason for the pre-subscription project complex are confirmed, a consultative body between the Ministry of Land, Infrastructure and Transport and LH will be formed to quickly resolve obstacles to project promotion, and a plan to shorten the project period for each project stage will be prepared to minimize the waiting period for pre-subscription winners. I plan to do it.
Kim Gyu-cheol, head of the Housing and Land Office of the Ministry of Land, Infrastructure and Transport, said, “Considering the institutional limitations of pre-subscription, we will stop implementing pre-subscription from 2024, and if the project is delayed for unavoidable reasons in the existing pre-subscription business complex, we will inform the pre-subscription winners of the relevant facts in advance. “We will minimize the inconvenience to the winners,” he said.
