According to him, Khalilov, who has both arms paralyzed, was kept in an ordinary cell for several days: “After Famil Khalilov was transferred to the medical and sanitary department, the workers started feeding him. In addition, Khalilov’s blood pressure changes.”

According to the lawyer’s emphasis, Khalilov does not accept the charge brought against him regarding the sale of drugs: “There is no reason to keep Famil Khalilov in prison.”

For the time being, it was not possible to get a response from the official bodies to the lawyer’s statement.

The person returned from Sweden was arrested

According to K. Khalilova, on May 2, people in civilian clothes came to the rented house in Sulutepe settlement: “My husband is disabled of the 1st group, both arms are paralyzed. That day I was bathing him in the bathroom. There was a knock on the door, my little daughter opened the door, then she came and told me that there are uncles outside and they are calling. When I came out they introduced themselves as police. After that, I went to take my friend out of the bathroom, and when I returned, I saw that there were too many people in black clothes in the hall, and there were also people on the second floor of the house.”

He says that after searching the whole house, they dragged Famil out of the house and into the yard: “After that, they took him inside again, and they were filming themselves. When I told my husband to “get up to the second floor”, he returned that I have been in this house for eight months, and I have not climbed this staircase even once, because I could not get out. They lifted my friend up. Then, without touching anything else, the investigator took out a blue napkin from the chest of drawers in the bedroom, and said that there was something white in it. I insisted that this does not concern us.”

According to K. Khalilova, her husband is charged with Article 234.4.3 of the Criminal Code (Illegal large quantities of narcotics,… preparation,… sale): “On that day, they took me and my three minor children to the 40th police station. There we waited in the courtyard. They insisted on asking us for Famil’s computer password. Then they let us go, but I didn’t hear from my friend for a few days, they just came and took his medicine away. Two days later, it became known that an arrest warrant has already been chosen for my husband.”

Relatives think that F. Khalilov was arrested because he was active in social networks and demanded people’s rights.

According to his wife, F. Khalilov called home on May 4 and said that he was on hunger strike.

F. Khalilov was readmitted from Sweden last year. He immigrated to Sweden a few years ago to live on humanitarian grounds.

In recent years, at least five of the persons readmitted to Azerbaijan from European countries (mainly Germany) were arrested on drug and other charges. Their relatives explained the arrest of those persons by their activity in the protests related to Azerbaijan while they were in exile. Their relatives said that they were tortured during their detention. However, the official institutions did not accept these claims.

Readmission is the state’s acceptance of persons who illegally entered the territory of other countries.

This agreement imposes certain obligations on the country that receives its citizen back. Unreasonable persecution of those people is unacceptable and the government should support solving the problems they face.
