Failure to respect the company project, illegibility in the projects, authoritarianism (division in the council), omnipotence, expenditure outside the budget lines, the treasurer dismissed, the missed trip to the diaspora (budget-devouring), the two-headedness at the head of the order, the postponement of the general assembly, the budget for the organization of the AGM, the absence of an operating budget, these are the elements which characterize the six months of Dr. Rodolphe Fonkoua at the head of the order, a grocery store management according to Dr. Yves BASSONG (former President of SYMEC and candidate for the presidency of the ONMC).

Dr. Rodolphe Fonkoua takes over the presidency of the order when the treasury is distributed as follows: Balance 193 million 681 thousand 666 FCFA, receivables to be recovered are 2 billion 987 million 992 thousand 500 FCFA. The ouster outside of any legal framework of the regular treasurer elected at the general meeting of December 9, 2023 is a first flagrant illustration of the authoritarian and contemptuous drift that characterizes the management of the ONMC. By trampling on the principles of internal democracy and ousting a legitimately elected treasurer, the President shows total disdain for the procedures and the will of the members. An unexplained ouster that leaves doubt about his integrity according to some members of the order.

Very quickly after the ouster of the treasurer, Dr. Fonkoua proceeded to appoint regional representatives of the order in violation of law 90-36 of August 10, 1990, and to allocate unjustified funding to these representations, constituting nothing more nor less than a misappropriation of public funds. The President arrogates to himself the right to flout the laws, committing resources illegitimately and plunging the Order into a spiral of financial malfeasance.

Added to this are the threats made against this deposed treasurer by the President of the Order, as revealed in an audio that went viral on social networks. These threats, not only unworthy of a leader, but also illegal, testify to a culture of fear and intimidation established within the ONMC.

The stubborn refusal to present and have the general assembly vote on the order’s operating budget is another act of contempt for the rules of governance and transparency. By doing so, the President deprives members of their fundamental right to control and validate expenses, fueling a climate of suspicion and distrust. Added to these shortcomings are unjustified trips abroad and outside of any budgetary framework. These escapades, financed by ONMC funds, illustrate a flagrant abuse of resources for personal purposes, highlighting self-centered and irresponsible management.

Finally, the contempt and arrogance towards the supervisory authority, characterized by the systematic non-compliance with recommendations and injunctions, crown this disastrous management. The haughty attitude and defiance of all authority shows a desire to govern without constraint, in contempt of the rules and control bodies. This litany of reproaches cannot be ignored. It calls for urgent awareness and a profound reform of the ONMC. The time of impunity must end to make way for transparent, democratic and law-abiding management. The future of the Order depends on it.

In a press release on the procedure for hosting health campaigns from foreign missions, the president of the order billed for these operations, which for doctors in the diaspora are humanitarian works intended for poor populations in remote regions of the country. If this decision is motivated by a desire to supply the order’s coffers, doctors are questioning its inertia, its inability to fill the coffers through debt recovery.

The National Order of Physicians has receivables of 2 billion 987 million 992 thousand 500 FCFA to be recovered, distributed as follows: MINSANTE (150 million FCFA which represents 6 years of unpaid subsidies); SEMC, partnership benefits from 2022. (20 million FCFA); MINDEF, arrears of military doctors’ balances (29 million 569 thousand 400 FCFA); arrears of doctors’ contributions (2 billion 786 million 23 thousand 100 FCFA); cash voucher remuneration (2 million 400 thousand FCFA). Regarding the evolution of the Order’s assets, real estate assets amounted to 222 million FCFA at the end of 2019; 224 million 337 thousand 825 FCFA in 2020; 216 million 142 thousand 175 FCFA in 2021 and 243 million 987 thousand 988 FCFA in 2023. On office movable assets, the former office of the order acquired movable assets of 44 million 377 thousand 350 FCFA at the end of 2019; 51 million 436 thousand 350 FCFA in 2020; 61 million 665 thousand 253 FCFA in 2021 and 72 million 536 thousand 513 FCFA in 2022.

On March 31, in an epistolary letter addressed to Dr. Fonkoua Rodolphe by Dr. Jules Ndjebet, President of the General Assembly of the Order of Physicians, the latter, after having drawn up a mixed assessment of the first four months of the President of the ONMC Council: illegibility of the company project, absence of a budget document, expenses in the absence of the relevant budget lines, vague inventory of the ONMC, blind navigation, etc. … Overwhelmed his president with several grievances. Dr. Ndjebet clearly accused the President of the ONMC Council of making unilateral decisions. As expressed, this is an extract from the correspondence-truth:

« …I subsequently expressed a strong desire to work collegially with the office of your Council, in order to develop mechanisms for organizing this General Assembly. Your dodge was very mature. As we approached the date set for this assembly, the need to send a summons to the medical community obviously became imperative. I did so tactfully. It turns out, however, that informal discussions held after the fact with certain members of the office of the Council and sometimes in your presence, revealed the substantial modification of the only item initially included on the agenda of these meetings. Other concerns were added to this, without however leaving the possibility of notifying our supervisory authority, to my great dismay. Furthermore, with regard to the organization of the General Assembly, I discover with regret your established desire not to take into account the reality of the functions that are ours in this matter, when you make yourself President in everything.”

In short, Dr. Jules Ndjebet considers Dr. Rodolphe Fonkoua as a real rival of skills who encroaches on his prerogatives. Concerning the General Assembly of April 5, 2024 (finally canceled), Dr. Jules Ndjebet ends up driving the nail in against the President of the ONMC Board, indicating an absence of documents and basic supports for the organization of the adjourned General Assembly: “Unfortunately everything is in a permanent dungeon”the President of the General Assembly of the ONMC is indignant.
