The new General Layout of Narva, which is now being approved, as they said before, the “General Plan”, which determines the development of the city almost ten years in advance, is to transform the Old Town area into a big zone. with mostly pedestrian traffic. But now in this part of Narva there is a big boom in the construction of parking lots. Is there a contradiction here?
120 new parking spaces
At Viru 3, on the site of a demolished dormitory, near Narva College of the University of Tartu and Town Hall, a car park with 39 spaces is being built. The cost of this project is 345,000 € 650, excluding turnover tax. The work is done by Tuurmaa OÜ.
At the same time, a global road renewal project is being implemented in the Old Town, which includes the creation of parking zones for a total of 80 cars. A large car park is being built on Kraavi Street. Vanalinna School, Estonian Gymnasium and Primary School are located nearby, and staff, as well as students’ parents, will benefit from the new parking facilities.
On the site of the former hostel on Westervalli, next to the Art Gallery, another large parking lot is being created, which should partially solve the problem of lack of parking for the recently built Vanalinna kindergarten located opposite.
Karpikov: one helps the other
In general, the Old Town part of Hariduse Street, Kraavi Street, Westervalli Street, and Vaeselapse Street will be rebuilt. The cost of the work is 1 million 239 thousand euros. Contractor – Nordic Road OÜ.

There was certainly not enough parking in the Old Town, there are more of them, but at the same time, the long-term architectural project for the development of Narva, the General Layout of the City, in its still unapproved version, provides for the transformed into an area with mostly pedestrian traffic, which creates very favorable conditions specifically for walking.
Deputy Mayor of Narva Oleg Karpikov points out that the construction of a parking lot will allow us to solve the problem set by the General Planning.
“Parking will free up roads and footpaths from vehicles, making space for pedestrians. That is, the increase in the number of special parking zones directly helps to develop opportunities for walking and cycling. Now many yards are filled with cars, so it is really difficult to get through,” says Karpikov.
Storm drainage must be built
On the site of the former hostel at Westervalli 17, when Katri Rijk was mayor, they hoped to build rental houses in the city, but under the new government these plans were cancelled. Now they are building a lot of parking there, but everything is going quite slowly.

“The most significant thing about the construction of the large parking areas is that a mandatory part of them is the solution to the issue of creating storm drains. The law requires this problem to be solved with a certain amount of parking. Now that they are doing storm drainage, they will move on to the next step,” says Oleg Karpikov.
Remind you that the Narva General Planning project provides for the construction of a pedestrian bridge over the border zone, connecting Koidula Street and Narva Castle. His appearance today is considered quite real, a topic in the near future. This bridge alone should greatly increase the intensity of pedestrian traffic in the Old Town, since it will not connect the castle to it much, but will generally connect that part of the city outside the border customs zone, which is now hard to get around. .
