These measures concern the completion of the legal and regulatory arsenal, in particular through the promulgation of the remaining legislative texts and the opening of the worksite relating to the partial revision of organic laws, the minister specified in response to a central question during the weekly oral questions session in the House of Representatives.

It is also, he added, a question of supporting the contractual mechanism between the State and the regions to ensure that the latter can exercise their skills and implement their development programs, while supporting them in the implementation of regional land use planning (SRAT) projects.

These measures also concern the transfer of funds allocated to the regions, their support in the implementation of development and regional planning mechanisms, the implementation of regional projects and plans, as well as the development and signing of draft program contracts between the State and the regions, he continued.

In this context, the Minister noted that advanced regionalization represents a major turning point in the development of Morocco as well as an opportunity to consecrate the convergence of public and sectoral policies on the territorial level, noting in this regard that the regions have ensured the development of regional land use plans and regional development programs according to an approach based on consultation at the spatial and sectoral levels and on a prospective vision spanning 25 years.

In this context, he recalled that his department supports the development of regional land use plans, specifying that the decisions adopted regarding 10 SRATs have been validated, while the draft regional plan for Casablanca-Settat is still being validated and that of Drâa-Tafilalet is in the study phase.

Regarding the current mandate, the Ministry of the Interior received 11 regional development programs (PDR), six of which were approved for the regions of Casablanca-Settat, Beni Mellal-Khénifra, Guelmim-Oued Noun, Drâa-Tafilalet, Marrakech-Safi and the Oriental region.

Five other PDRs from the regions of Rabat-Salé-Kénitra, Tangier-Tetouan-Al Hoceima, Fez-Meknes, Souss-Massa and Laâyoune-Sakia Al Hamra are in the process of being validated, the minister said, specifying that the development program for the Dakhla-Oued Eddahab region has not yet been submitted.

The Ministry of the Interior supported the regions in setting up the first generation of program contracts between the State, the regions and the rest of the partners, according to a participatory and inclusive approach, said Mr. Laftit, recalling that during the previous term, 7 program contracts were approved for a cost of 34.98 billion dirhams for the implementation of 286 priority program projects relating to areas such as infrastructure, upgrading of cities and emerging rural centers, roads, expanding the provision of vocational training and mobilizing water resources.

In this regard, he stressed that the Ministry of the Interior has put in place a roadmap and an action program with the aim of boosting the first regional multi-service companies during the year 2024, so as to overcome the constraints faced by the current model of the water, electricity and liquid sanitation management sector.
