Jindo County Governor Kim Hee-soo celebrated the 2nd anniversary of the 8th local government election. Jindo County held a press conference on Tuesday, the 9th, in the Jindo County Office conference room to announce the 2nd anniversary achievements of the 8th local government election and the 3rd year operation plan. About 40 journalists attended the conference and had a meaningful time sharing and communicating various opinions about the county administration.

Jindo County, which launched the 8th local government and started the ‘People are the masters! Jindo, a good place to live’ campaign, has achieved the brilliant result of securing the largest public offering budget ever by being selected for public offering projects in various fields through county administration innovation and has once again stood at a new starting point.

Last year, despite the government’s austerity policy, the county secured 135.8 billion won for 70 public offering projects, the largest since its foundation. This is a huge amount, an increase of 98.1 billion won from the average of 37.7 billion won over the past 12 years. This year, Jindo County secured 96.4 billion won in public offering projects for 30 projects, including 30 billion won for the Jeonnam-type balanced development project, 20 billion won for the Republic of Korea Cultural City, and 10 billion won for the eco-friendly aquaculture development project, thereby establishing a growth engine for continuous regional development and a new leap forward.

In addition, the main evaluation results also achieved vertically rising results. The 2022 ‘Ra’ grade civil service comprehensive evaluation achieved ‘A’ grade, which is three levels higher than last year, and was honored with being selected as the best institution in the country. The comprehensive integrity evaluation, which was 5th grade in 2021, rose to 2nd grade, and in 2024, it was selected as the target of the local tax administration comprehensive evaluation, an excellent institution (highest grade) in the active administration comprehensive evaluation for two consecutive years, and was selected as an excellent institution in the government joint evaluation and local finance execution, greatly enhancing the status of the county.

The reason why we were able to achieve such good results is because the people of Jindo and all public officials of Jindo worked together with all their might and effort. In the third year of the 8th local government, we will establish and actively pursue six key directions to create a ‘harmonious people! Jindo with a beautiful future’ through thorough analysis and supplementation based on the greatest achievements of all time.

We will foster a sustainable future agricultural and fisheries industry to create a Jindo where everyone can prosper together.

We plan to provide agricultural management opportunities by expanding smart farm rental farms for young farmers and to promote eco-friendly agriculture, respond to climate change, and expand agricultural production infrastructure by promoting a public contest (KRW 20 billion) to build rental smart farms tailored to regional specialty crops.

In addition, in order to develop and manage strategic varieties of seeds tailored to Jindo-gun and create a stable aquaculture environment, a regional customized fishery seed commercialization center will be established by 2026 (KRW 10 billion), and in order to maintain the reputation of the No. 1 seaweed production area in the country, a seaweed industry promotion zone support project (KRW 5 billion) will be promoted, and fishery production infrastructure will be established to strengthen the entire seaweed production process and export capabilities. In addition, in order to secure competitiveness through the development of export-oriented agricultural and fishery processed foods, the policy is to target the global market by expanding exports of agricultural and fishery products and processed foods.

We will quickly identify the socially disadvantaged and provide them with strong protection to realize customized welfare that ensures the health and happiness of all citizens.

We plan to improve the convenience of senior citizens’ mobility by installing adult walkers at platforms near the market on market days and providing free rentals, supporting life at village senior center shelters during extremely cold and hot weather, and providing a 120,000 won bathing and beauty voucher per year to basic pension recipients aged 80 or older to support a clean life in old age.

Starting July 1st of this year, we have realized universal transportation welfare by providing free service on all rural bus routes within the district.

We will establish a systematic childbirth, childrearing, and education support system to create a favorable environment for giving birth and raising children.

By 2025, we plan to establish an integrated support center for pregnancy, childbirth, and childcare, and for the first time in Jeollanam-do, provide up to 50,000 won per day without limitation on long-distance transportation costs for infertile couples, and operate customized health management programs for pregnant women and infants, such as the Happy Treasure Island Mom and Baby Meeting, which is famous among mothers, the Smart Mom and Golden Baby Visiting Nutrition and Health, and the Early Life Health Management Project, to create a good environment for giving birth and raising children.

By 2027, we will build tourism infrastructure that reflects the characteristics of the region by promoting the Southern Region Tourism Development Project (KRW 15.8 billion) to create a forest healing forest and a human healing theme playground, as well as the Sebang Sunset Art and Culture Tourism Destination Creation Project (KRW 14.3 billion) where you can see a beautiful and dazzling sunset.

In addition, the Jeonnam-type balanced development 300 project, which creates a complex cultural space and a youth startup store in the Gogunmyeon Hoedong Tourist Complex, will be actively promoted. Following the launch of the high-speed ferry connecting Jindo and Jeju in May 2022, we plan to actively support infrastructure development in preparation for the launch of a new 10,000-ton ferry connecting Jindo and Jeju Aewol Port in 2026.

In order to create a beautiful Jindo where flowers bloom all year round, we will hold a unique chrysanthemum festival that can be linked to the Baebeom Island Cultural Arts Festival and expand the production of flower seedlings to create flower paths and flower fields to provide a variety of things to see for residents and tourists.

We plan to expand the Treasure Island Rape Blossom Village Festival, which was first held this year, and actively suggest the creation of the Jindo Cloud Forest Garden based on the Sacheon-ri forest landscape, including the creation of a walking deck, ecological park, exploration path, and observatory in the Sacheon-ri area.

The plan is to officially operate the smart parking system on Nammun-ro, a complex area of ​​Jindo-eup, starting in August, and to create a convenient and pleasant traffic environment by additionally opening five sections of urban planning roads and four roundabouts.

In addition, we will swiftly push forward with the 11th hour (25 billion won) and Haechang and Yeomdae (81.5 billion won) natural disaster risk improvement zone development projects, install 143 new CCTVs in 66 locations in the port to respond quickly to crime prevention and safety accidents, and install smart poles in 6 public parking lots to build an infrastructure for responding to crimes at abnormal speeds, and do our best to protect the lives and property of the citizens.

We will actively respond to the crisis of local extinction by reflecting large-scale SOC projects in national plans and laying the foundation for future growth.

We plan to promote youth housing facility expansion projects, such as building Jeonnam-type affordable housing targeting young people and newlyweds and building rural nursing and welfare personnel dormitories to secure a stable workforce for care and welfare, and to promote the influx of settled and living populations through projects such as the construction of Seojeonghwan Baseball Town, which will consist of 60 town villages and 150 hotel rooms on four sides of a baseball field, and the Posan-Seomang facility improvement project on National Road No. 18 with an investment of KRW 142.6 billion.

In addition, through the Haenam-Wando-Jindo wide-area cooperation project for joint response to local extinction, we are promoting various linked cooperation projects such as tourism, transportation, environment, and agricultural and marine product marketing. In order to promote the local extinction response fund project, we have started six projects including the creation of the Unrim Ecological Exploration Trail, and this year, we will do our best to attract a permanent population with the goal of creating a Jindo-type communal living home.

After the third year of the 8th local government, the remaining two years will be actively promoted through meticulous and thorough analysis and planning so that the many public offering projects selected so far can return real benefits to the residents.
