Amid the prospect that the national government could file its controversial health reform again in Congress, this July 20, Basic Agreements, led by the National Academy of Medicine, formulated a health reform bill that includes the main transformations needed. according to the sector and some of those that have been proposed by the government so far.

The main objective of this proposal, which ensures the Fundamental Agreements, is the recognition of the fundamental right to health, and establishes a model of care that is preventive, predictive and decisive, in accordance with the principles of the initial health reform project proposed by the Gustavo Government Petro.

Regarding state funding, one of the highlights of the current crisis in the sector, it is proposed that the funding of health resources would be under the care of the State, to guarantee a steady and direct flow of resources through the direct transfer.
Another of the proposed transformations refers to the role of the EPS, which would be performed by health managers. In practice, they would continue to operate for another two years under the new scheme, would be organized by region and would adopt the direct transfer system at the Adres. In any case, they could not hire their own clinics and hospitals, and they would continue to be in charge of all Colombian affiliations, but they would not manage the resources directly.
Another proposal focuses on diversified insurance, which would be developed through public, private or mixed entities, currently known as EPS.
The bill document also supports the creation of first level care centers for users across the country. In this sense, it is planned to create first-level health care centers, like the CAPS (Primary Health Care Centers), a figure raised in the Government project. What Petro suggests
On the part of the National Government, the proposal for health reform is confirmed in the decision to completely change the operation of the health system and the operation of the EPS, which would be done by health and life managers.
“The existing Entities for Health Promotion (EPS) will have a period of two years to change into Health and Life Managers (EGSVI). This change seeks to improve health risk management and coordination with Territorial Comprehensive and Integrated Health Services Networks (RIITSS). The new managers must comply with strict quality conditions and work under a model that prioritizes efficiency and high quality in the provision of services,” says the text.
One of the central points of the proposal is the mandatory nature of contributions to the health system, applicable to legal and natural persons with income.
In addition, the Health System Resources Administrator (Adres) will be in charge of collecting, managing and controlling these resources, that is, the State will manage the resources as the sole payer and primary care.
