Governor Kim Kwan-young emphasized that the only way to minimize damage from unexpected natural disasters is to be prepared. As the rainy season has continued since June, Governor Kim Kwan-young of Jeollabuk-do held a meeting to review the situation of the rainy season to preemptively prevent damage, and then personally inspected the operation of disaster prevention facilities such as drainage pump stations.

On the morning of the 10th, at 7:00 AM, Governor Kim personally presided over an emergency video conference on responding to the monsoon season with the participation of relevant provincial departments and city and county heads at the Natural Disaster Management Center, where they discussed the damage caused by the ongoing heavy rain and each response.

In particular, he emphasized the principles of disaster response, such as preventing secondary damage through rapid measures to prevent damage, and requested that administrative power be focused on preventing damage.

Governor Kim visited the Gunsan City Gyeongpocheon Drainage Pump Station, a disaster prevention facility in preparation for heavy rain, on the afternoon of the 10th, and not only thoroughly checked the condition of the facilities such as drainage pumps, drainage gates, and seismic devices, but also the overall operational readiness status such as CCTV, electrical equipment, and manual placement, but also praised the hard work of the Gunsan City disaster response officials and other related officials who are exhausted from the continuous disaster emergency work day after day.

The Gyeongpocheon Drainage Pump Station, located in Gyeongam-dong, Gunsan-si, is comprised of 10 large pumps and a 250,000㎥ reservoir. It began full operation in 2001. When high tide overlaps with heavy rain, the sluice gates of Gyeongpocheon, which is difficult to drain naturally, are closed and the drainage pump station is operated to forcibly drain up to 4,200㎥ of water per minute into the sea. It is an important facility that protects life and property in the 48㎢ Gunsan area, including Gyeongam-dong.

Since May, we have completed the high-voltage power supply and conducted test operations to operate the drainage pumps in preparation for the summer’s heavy rains, and have completed preparations for the operation of the pumping station in preparation for the rainy season, including having staff on duty 24 hours a day.

Governor Kim then visited the Naun 1 rainwater storage facility in Naun-dong to inspect the facility’s operational readiness and manual, and to examine the status of sediment cleaning at the inlet.

The Naun 1 rainwater retention facility was built to prevent urban flooding caused by rapid accumulation of rainwater due to an increase in impermeable surfaces in urban areas. It consists of an 8,000㎥ retention facility, five pumps, flood detection sensors, and a remote monitoring and control system. Since its introduction in 2015, the inconveniences faced by residents have been greatly reduced, including the prevention of flood damage in the Naun-dong area, which was a chronic flooding area.

In addition, the space above the storage facility is used as a public parking lot, which has the effect of improving living conditions by preventing disasters and relieving traffic congestion for residents.

Governor Kim said, “Natural disasters come without warning, so thorough preparation and inspection in advance are the only shortcuts to minimizing damage to life and property.” He added, “Since the rainy season is expected to continue until mid-July, the principle is to respond preemptively and excessively in advance. Please stay vigilant and do your utmost to inspect facilities so that life and property damage can be minimized through thorough advance inspections.”

He continued, “Since the ground has been weakened due to the preceding rainfall, strengthen prior inspections in areas at risk of landslides, steep slopes, and facilities at risk of soil collapse such as rockfalls,” and instructed, “Concentrate all administrative power to ensure that emergency restoration can be carried out quickly.”
