National Intelligence Service Act Amendment Bill Failed to Approve Party Principle… “Additional Standing Committee Discussion”

On the 11th, the Democratic Party of Korea adopted the party platform for seven controversial bills, including the so-called “Yellow Envelope Law,” the “Special Act on Lease Fraud,” and the “Goo Hara Law.” The party platform for the revision of the National Intelligence Service Act, which was originally planned, failed to be approved.
Spokesperson Noh Jong-myeon made the announcement at a briefing held immediately following a closed-door general meeting of lawmakers held at the National Assembly building that afternoon.
The bills adopted on that day are the Yellow Envelope Act (amendment to the Labor Union and Labor Relations Adjustment Act), the Special Act on Lease Fraud (amendment to the Special Act on Support for Victims of Lease Fraud and Housing Stability), the Goo Hara Act (amendment to the Civil Code), the Act on the Protection of Crime Victims, the Board of Audit and Inspection Act, the Act on Fair Franchise Transactions, and the Cargo Truck Transport Business Act, among others.
The Yellow Envelope Act is a revision bill that aims to define the actual principal contractor of subcontracted and service workers and prevent employers from abusing their indiscriminate damage claims. It was promoted as a Democratic Party bill in the 21st National Assembly, but was scrapped without passing the plenary session of the National Assembly due to President Yoon Seok-yeol’s veto (request for reconsideration).
The amendment to the Cargo Truck Transport Business Act was proposed to prevent overwork, overloading, and speeding by ensuring that truck owners are paid a reasonable level of wages, and to secure traffic safety. It includes the deletion of the existing provision that temporarily operates the safe fare system and the establishment of a new provision.
The revision bill to the Civil Code, known as the Goo Hara Act, includes provisions to limit inheritance for biological parents who fail to fulfill their child-rearing duties. This revision is being pushed forward in response to public outrage over the accident involving the late Goo Hara, in which biological parents who did not contribute to child-rearing demanded compensation for the deceased children.
The amendment to the Special Act on the Investigation of Lease Fraud is based on the ‘preemptive repayment system’. It was proposed with the purpose of expanding the requirements for victims of lease fraud and strengthening the effectiveness of the right of preemption.
The amendment to the Franchise Business Fair Transactions Act is aimed at eliminating blind spots by expanding the scope of protection from the current law, which primarily targets franchisees, to include regional franchise headquarters.
The core of the Crime Victim Protection Act is to improve the victim relief fund system and establish a legal basis for investigating assets owned by offenders.
The amendment to the Board of Audit and Inspection Act is a bill proposed to prevent the tyranny of the Board of Audit and Inspection Chairman and the Secretary General, and its core content is to strengthen internal control through the Inspection Committee and external control through the National Assembly.
The party’s endorsement of the National Intelligence Service revision bill failed. The revision bill prohibits the former National Intelligence Service from engaging in political activities. The Democratic Party had originally planned to adopt the revision bill as a party position, but after discussion, it was determined that additional discussion at the relevant standing committee level was necessary, so it was excluded from the party’s position designation.
The Democratic Party decided to hold the earliest plenary session of the National Assembly on the 18th. The Democratic Party requested Speaker Woo Won-shik to hold two plenary sessions on the 18th and 25th. Speaker Woo is reported to have not made a clear statement on whether or not to hold the plenary session on the 18th.
Spokesperson Roh said, “The party’s official position is to hold a plenary session on the 18th, which is the earliest possible date.” Floor spokesperson Roh also explained, “Our position is that the August National Assembly should be held immediately following the July National Assembly,” and “We plan to continue to request this from the National Assembly Speaker and the ruling party.”
