The ‘Cárcel del Encuentro’ in Santa Elena will be ready in April 2025, with capacity for 800 ‘high-risk’ prisoners and will be based on foreign models.

The new prison will be Located in the Juntas del Pacífico sector, in the Simon Bolivar parish of Santa Elena.

Maximum security features of the Encuentro Prison

The Encuentro Prison will be built under international standards, applied in prisons such as the Federal Social Readaptation Center 13 in Oaxaca, Mexico.

Or the prison modules of the ADX Florence or Florence Supermax in the United States.

The penitentiary center will have six watchtowerseach 9.5 meters high, a wall of nine meters; six meters of concrete and three meters of malla inescalable.

The new prison will have a centralized technology platform for its comprehensive management, which will guarantee efficient and secure control of all operations and processes within the center.

It will concentrate administrative management, access controls, alarm management, maintenance control, security and cybersecurity.

The platform will have biometric roll call (automated system) of prisoners based on the iris for
ensure accuracy and efficiency; record visits in coordination with the external security system ring.

In addition, access controls with biometric technology and high security devices to control the access of staff and visitors, limited by areas and with real-time registration.

Constant monitoring and surveillance with Artificial Intelligence to improve security and personnel management; and constant monitoring of all implemented technologies.

The platform will feature internal audits: registration and monitoring of all actions carried out within the prison; and automatic generation of incident reports, in order to improve the response and management of emergency situations.

The prison will also have technologies for total controlwhich include: data network and structured cabling, data center and 24/7 recording control center, cellular and WiFi signal blocker, and closed circuit television.

Also fingerprint access control and biometric devices with two external security rings; vehicle lock.

Why is it called the Encounter Prison?

President Daniel Noboa christened the project the Cárcel del Encuentro (Encounter Prison), “We are giving this place its identity as the Cárcel del Encuentro (Encounter Prison), where corrupt people, murderers and drug traffickers will be found. This will be a symbol of justice for Ecuadorians, a symbol of the beginning of a new era for peace in our country,” he said.
