Gapyeong County Governor Seo Tae-won met with the Minister of Strategy and Finance and requested the ‘designation of Gapyeong County as a border area.’ Gapyeong County Governor Seo Tae-won visited the Ministry of Strategy and Finance on the 9th with National Assemblyman Kim Yong-tae and requested active cooperation in designating Gapyeong County as a border area.

In a meeting with Deputy Prime Minister and Minister of Strategy and Finance Choi Sang-mok on the same day, Governor Seo Tae-won said, “Gapyeong-gun already meets the purpose, intent, and designation criteria stipulated in the Special Act on Supporting Border Areas, but has not been designated as a border area for decades.” He added, “I hope for the active cooperation and support of the Ministry of Strategy and Finance so that Gapyeong-gun can be designated as a border area.”

If Gapyeong-gun is designated as a border area, the living conditions of the county residents can be greatly improved with financial benefits of more than 25 billion won per year, including local government grants. In addition, under the second home special case announced by the Ministry of Strategy and Finance in April of this year, if a single-home owner in a non-population-decreasing area acquires an additional home in Gapyeong-gun, they will be recognized as a single-home owner and will receive tax benefits such as capital gains tax, comprehensive real estate tax, and property tax, which will greatly contribute to increasing the resident population.

In the ‘Gapyeong-gun Citizens’ Signature Campaign to Urge Gapyeong-gun Border Area Designation’ recently concluded, 45,370 people, or 72% of the entire county population, participated in the signature campaign, showing that the residents’ desire for the border area designation is also strong.

Gapyeong-gun, as a region with a population decline in the metropolitan area, has decided to designate the border area as a strategic project of the county to turn the ‘regional extinction crisis’ into an ‘opportunity for regional revitalization’, and is currently actively pursuing consultations between government ministries.

In an interview that day, Governor Seo Tae-won said, “Gapyeong-gun is being classified as an area at risk of regional extinction due to continuous population decline, but it is becoming a victim of ‘reverse discrimination against the metropolitan area. ’” He added, “I request your active cooperation so that Gapyeong-gun can become a ‘self-sufficient city with a population of 100,000’ by taking advantage of benefits such as the ‘second home special system’ announced by the Ministry of Strategy and Finance since it has been designated as a border area.”

Rep. Kim Yong-tae also said, “Gapyeong-gun is in dire need of government support as its regional development has stagnated due to various overlapping regulations, and not only is its population decreasing, but its financial self-sufficiency rate is only 18.3%.” He also asked, “I urge the Ministry of Strategy and Finance to take active steps so that Gapyeong-gun can avoid the crisis of regional extinction by being designated a border area and receiving various financial support and tax benefits that border areas can enjoy.”

Meanwhile, Governor Seo Tae-won has visited Gyeonggi Province and central government agencies several times to explain the necessity of designating Gapyeong County as a border area. In particular, he has been making every effort to designate Gapyeong County as a border area as soon as possible through meetings with the Minister of Public Administration and Security and the Deputy Governor of Economic Affairs of Gyeonggi Province in January of this year, and recently through a meeting with the Senior Secretary to the President for Political Affairs.
