Goyang Special City (Mayor Lee Dong-hwan) is strengthening its public design policy to enhance the city’s appeal and competitiveness. In order to improve the level of public architecture, it is actively utilizing private resources, such as introducing a design competition management committee, and is improving the perfection of public architecture so that citizens can enjoy better spaces.

Since 2020, in order to improve the quality of public architecture, design competitions have been mandatory for architectural planning and design with an estimated design cost of 100 million won or more and public buildings with a design cost of 100 million won or more and a construction cost of 2.3 billion won or more. The number of public buildings ordered through competitions has increased rapidly, and the number of companies registered to bid for the Public Procurement Service and the number of works submitted to competitions have also doubled. However, securing capable judges and selecting excellent designs has become more difficult within limited human resources.

Goyang City, following the pilot operation of the private sector expert system implemented by the Ministry of Land, Infrastructure and Transport in 2022, appointed a master planner in March and began operating the ‘Goyang City Master Plan Team’ including 14 public planners in July.

In order to create high-quality public buildings and spatial environments, the city introduced the ‘Goyang City Design Competition Steering Committee’ in April based on advice from the General Planning Team and appropriate to the scale and characteristics of the project when promoting a design competition method.

The Design Competition Steering Committee secures expertise and selects the optimal competition method for smooth project execution. It also organizes the judging committee by comprehensively considering the purpose and intent, functions, and fields. It seeks the direction of public architecture with an integrated perspective and, through collaboration with the department in charge, contributes to the creation of high-quality buildings and spatial environments that are connected to the lives of citizens.

The Baekseok Library remodeling, a pledge of the 8th local government, is a project to transform an old library with a total area of ​​4,030㎡, with a total project cost of 9.5 billion won, including 6.3 billion won in national funds. Efforts were made from the design selection process to create the largest English library in the country that can embrace culture beyond simply providing English materials.

The city introduced a design competition operating committee, conducted preliminary preparations, and selected judges. Based on trust in the judges who had excellent design records, the active participation of experts was encouraged, and as a result, a total of 50 companies applied and 13 companies participated in the proposal. The contest proposals were reviewed institutionally and functionally through a technical review prior to the evaluation, and judges were selected based on the proposal request and task description adjusted by the design competition operating committee. The evaluation process was streamed live on YouTube to enhance fairness, and the winning work was finally selected in June.

In addition, the administrative welfare centers in Jungsan 2-dong and Haengsin 4-dong, which are currently using rented buildings, are small in size and lack the function of resident autonomy, so residents have continuously requested the construction of new buildings. In order to fulfill their roles as key institutions in the region and to contribute to improving the quality of life of residents, a design competition was held for the construction of each administrative welfare center. 14 works were received for Jungsan 2-dong and 12 works for Haengsin 4-dong, and just like Baekseok Library, an in-depth evaluation was conducted, including a live YouTube broadcast, and the winning work was selected last month.

The city also plans to introduce a design competition management committee to promote projects such as the green remodeling of the city’s Daehwa Library, the construction of the Tanhyeon 2-dong Administrative Welfare Center, and the creation of a complex cultural space for the cactus exhibition hall in Ilsan Lake Park.

City officials said, “The Goyang City Comprehensive Planning Team’s Design Competition Steering Committee will serve as the foundation for further evolving public architecture,” adding, “Professional personnel will also be provided for construction and management after the design. We will do our best to create beautiful and practical public architecture and public spaces that reflect the needs of citizens.”

Goyang City reorganized in July of last year and established the Urban Design Department, focusing on enhancing the city’s appearance and architectural value. It reorganized the landscape work system for efficient management of urban space, and provides direction to designers and building owners in the early stages of design through the landscape pre-review system. In addition, the review advisory target, which was previously judged only by numbers, was applied to buildings that actually affect the street and made concrete. In addition, the night view landscape is also being strengthened by resetting it in the direction of stabilizing residents’ activities after sunset.

Starting this year, we will begin operating the design consultation and consulting system in earnest, and hold public design deliberation and consultation every month. We will support planning through design thinking at the basic planning stage of the project, design proposals that fit the characteristics of public facilities, and advice on construction and maintenance. In order to improve the public functions of spaces and facilities such as roads, parks, and rivers, we will consider various factors such as citizen convenience and aesthetic functions. In the first half of last year, we provided design support for about 20 cases, including improvements to the pedestrian environment at Daegok Station, the demolition of Angok Overpass, and the road resurfacing at Haengjusanseong Historic Park.

Meanwhile, efforts are being made to improve streetscapes that lead to changes in the city’s image. In order to reorganize old integrated land use joint signs and create a unique street environment for Goyang City, guidelines for outdoor advertisements according to the characteristics of commercial and residential areas are being planned. In addition, starting this year, the ‘Street Creation Project with Beautiful Signs’ has been expanded to a collaborative and linked project between departments. It has been expanded to an ‘Integrated Space Improvement Project’ that changes signs, store facades, sidewalks, and roads together, and is currently promoting reorganization targeting about 250 locations. Based on these efforts, the city has won awards in the landscape administration category at the ‘2022 Republic of Korea Land and Housing Expo’ and the design category at the ‘2024 Urban Design of the Year’.
