These proposals arise from a study on “sports policy in Morocco”, carried out by the Economic, Social and Environmental Council, following a referral from the Chamber of Advisors dated July 25, 2018, and recently published in the Official Bulletin, the CESE indicates in a press release, adding that the aforementioned study consists of the evaluation of the implementation of the “National Sports Strategy for 2020” according to a participatory approach involving the main actors and experts of the national sports world.
This study, which highlights the very ambitious political vision of the national strategy which defined clear and relevant strategic levers and axes which are still relevant, noted that the expected objectives of this strategy have not been achieved and that sport does not yet occupy the place it deserves within the country’s development policy.
Among the factors highlighted, the EESC notes that this strategy has not been translated into real public policy and has not been managed effectively.
Furthermore, the legal and regulatory framework has encountered major difficulties in its application, in particular law 30-09 relating to physical education and sports, the press release continues, adding that the human and financial resources mobilized have been insufficient in view of the challenges to be met.
The EESC therefore recommended transforming the national sports strategy into a public policy set out in a framework law, giving priority in the coming years to the development of school and university sport at the territorial level and harmonising the legal and regulatory framework, in particular law 30-09, with the provisions of the Constitution and revised in consultation with the stakeholders concerned, so as to overcome the blocking factors and allow the publication of all the implementing decrees.
The Council also called for the development of an integrated information system with the participation of the stakeholders concerned and the High Commission for Planning, in order to enable rigorous monitoring and evaluation of the implementation and impact of the strategy and to continue the development of major infrastructures and local facilities.
To do this, explains the same source, the needs in terms of human and material resources should be precisely assessed at the level of each region and taken into account in regional development plans.
As for the development of major infrastructure on a national scale, a national plan should be drawn up with the regions, ensuring their compliance with international standards and taking into account their environmental impact, their accessibility and their profitability in the medium and long term, it continues.
Regarding the development of the sports economy, according to the EESC, studies should be carried out at national and regional level to identify opportunities, guide public and private investments and develop ecosystems.
It is also a question of strengthening the action of sports federations, regional leagues and sports associations, while continuing efforts to strengthen their governance, and this according to rational criteria, which must determine the granting of subsidies, indicates the press release, adding that, at the same time, a program of accompaniment and financial and technical support must be put in place to enable them to comply, within a reasonable time, with the various national and international standards and thus improve their performance.
The EESC also recommended setting up, as part of the promotion and development of disabled sport, a high-level Paralympic centre and a Moroccan National Paralympic Committee, integrating schools and training programmes for sports executives for para-sport and supporting and involving supporters’ associations as partners in preventing violence during sporting events, the press release concludes.
