Morocco-Saudi Arabia in 2023: multidimensional development of bilateral relations

Under the reign of HM King Mohammed VI and King of Saudi Arabia Salman Ibn Abdulaziz Al-Saud, the ties between the two Kingdoms were raised to the level of a global, renewed and strategic partnership.

In consecration of the distinguished level of fraternal relations between the two countries, the year 2023 was marked by the visit of HRH Prince Moulay Rachid to Saudi Arabia to represent HM King Mohammed VI at the work of the 32nd session of the Arab Summit, held on May 19 in Jeddah.

The Summit reviewed efforts aimed at preserving regional security and stability and promoting Arab interests, in light of successive changes and escalating crises at the international and regional levels.

In the same context, the Head of Government Aziz Akhannouch represented HM King Mohammed VI, on November 11 in Riyadh, at the work of the extraordinary Arab-Islamic Summit devoted to the Israeli escalation in the Gaza Strip, in the presence of the Minister of Foreign Affairs, African Cooperation and Moroccans living abroad, Nasser Bourita.

On the other hand, the Political Consultation Committee and the Follow-up Committee at the level of senior officials of the Ministries of Foreign Affairs of Morocco and Saudi Arabia held their third meeting last April in Riyadh.

On this occasion, the two sides discussed ways to strengthen the historical and strategic relations between the two countries in various fields, exchanging views on several regional and international issues of common interest.

The same year was marked by the participation of Mr. Mohcine Jazouli, Minister Delegate in charge of Investment, Convergence and Evaluation of Public Policies in the work of the 7th edition of the Future Investment Initiative (October 24-26 in Riyadh), where he presented the Royal Vision as well as the ambitions, strengths and key initiatives of the Kingdom that make it a preferred destination for investments.

The Moroccan government official had affirmed on this occasion that at a time when the world is marked by various crises, Morocco’s resilience in the face of various shocks is a reference. This resilience emanates from the course set by HM King Mohammed VI, which allows Morocco to transform international and national challenges into opportunities.

On the economic front, Morocco and Saudi Arabia announced, during the Moroccan-Saudi Business Council in Casablanca, their intention to launch a joint fund to support small and medium-sized enterprises in export and investment, with the aim of increasing the volume of bilateral trade.

The public and private sectors of both countries are expected to participate in the creation of the fund, including Moroccan banks Attijariwafa Bank, Banque Populaire, Crédit Agricole du Maroc and Bank of Africa, as well as the Saudi Investment Bank and the Islamic Corporation for the Development of the Private Sector of the Islamic Development Bank Group.

The year 2023 was also marked by the approval by the Council of Ministers of Saudi Arabia, chaired by the Custodian of the Two Holy Places of Islam, King Salman Ibn Abdulaziz Al-Saud, of several partnership agreements signed between the two countries, including an agreement in the field of air transport services, an agreement relating to the fight against terrorism and its financing, a memorandum of understanding in the field of mutual recognition of Halal labels, as well as a memorandum of understanding relating to cooperation in the cultural field.

Last May, the Moroccan Office of Industrial and Commercial Property (OMPIC) signed a memorandum of cooperation in the field of intellectual property with the Saudi Authority for Intellectual Property.

This memorandum aims to implement cooperation in the field of intellectual property systems, policies and strategies, as well as geographical indications, their registration and development processes.

Thus, Moroccan-Saudi relations experienced a strong momentum in 2023, in line with the common history and civilizational and cultural ties uniting the two countries. Ties that transcend geographical distance and strengthen the prospects for bilateral cooperation in the service of the aspirations of the peoples of the two Kingdoms.
