Morocco-Spain: A constantly evolving multidimensional strategic partnership

Aware of the imperative to perpetuate this dynamic, the two countries continue to implement the elements of the roadmap, resulting from the Joint Declaration of April 7, 2022, and to examine the means to accelerate its execution, to identify new avenues of cooperation and to support the impetus given to this partnership by HM King Mohammed VI, on the occasion of the meeting of the Sovereign with the President of the Spanish Government, Pedro Sanchez.

In this sense, Rabat and Madrid, historic neighbors and friends and key players in the development of the Southern Mediterranean Neighborhood, remain determined to make their strategic partnership an asset to move forward together on many innovative and renewed projects, to jointly meet the multiple challenges that arise, in the service of the aspirations of the two countries.

Prioritizing the values ​​of wisdom, understanding and common interest, the two countries are resolutely committed to building a multifaceted and multidimensional partnership that constitutes a model of a win-win North/South partnership, up to the challenges and issues imposed by regional and international changes.

In this spirit, the High Level Meeting (HLM), held on February 1 and 2 in Rabat, laid a new stone in the building of a strategic partnership between two countries that look to their future with enthusiasm and renewed confidence.

In a Joint Declaration published at the end of the work of this 12th session of the RHN, Morocco and Spain thus expressed their commitment to perpetuating the excellent relations which have always linked them and reaffirmed their desire to enrich them permanently.

In this sense, the two countries place their cooperation within the framework of the Treaty of Friendship, Good Neighborliness, Cooperation and Enhanced Political Dialogue, resulting from the Joint Declaration of April 7, 2022, based on the principles of transparency, permanent dialogue, mutual respect and implementation of commitments and agreements signed by both parties, in which issues of common interest are addressed in a spirit of trust, far from unilateral actions or faits accomplis.

Rabat and Madrid emphasize that this Meeting was an opportunity to review the objectives of the roadmap and the satisfactory results obtained, on the one hand, and to renew the determination of the two countries to act, jointly, for the pursuit of this new dynamic on the other hand, necessary for the well-being of the two countries and the prosperity of the entire region.

In this regard, both parties welcomed the work accomplished within all the working groups, all united and functional, and especially the efforts deployed and the involvement demonstrated, on both sides, with a view to achieving the objectives set in the said roadmap.

Aware of the strategic importance of Morocco, Spain continues to reiterate its determination to further consolidate the partnership with the Kingdom, welcoming the promising partnership and the momentum of bilateral relations.

Morocco and Spain, which maintain “the densest and richest relations that can exist in the world”, are now united by a “strategic and multidimensional partnership”, stressed the Spanish Minister of Foreign Affairs, European Union and Cooperation, Mr. José Manuel Albares, on the occasion of his last visit to Morocco.

Morocco is “the first priority of Spanish foreign policy. With Morocco, we really have a partnership of choice, a win-win partnership,” assured the head of Spanish diplomacy.

Eighteen months after the Joint Declaration of April 7, 2022, the partnership between Morocco and Spain has seen tangible progress in several areas of common interest. This is evidenced by a strengthened and constant political dialogue, an important economic partnership and a wide range of agreements concluded in all sectors of activity.
