Rabat – The implementing texts of the law on the health function will be published soon, which will make it possible to attract foreign skills and medical personnel as well as to strengthen human resources in the health field, assured, Monday before the House of Representatives, the Minister of Health and Social Protection, Khaled Ait Taleb.

Responding to an oral question on “the phenomenon of migration of medical personnel abroad” presented by the Istiqlalian group for unity and egalitarianism, the minister stressed that the lack of human resources in the health sector is a global problem that makes a number of countries compete to attract medical skills.

He explained, in this regard, that Law No. 33.21 amending and supplementing Law No. 131.13 relating to the practice of medicine includes new provisions aimed at attracting more foreign doctors and Moroccan doctors practicing abroad, noting that 453 foreign doctors work in the private sector in Morocco.

“At a time when Moroccan medical personnel are migrating abroad, foreign medical skills wish to work in Morocco, and this will be done through the twinning that the State is undertaking with other countries in order to attract more medical executives, and also through an incentive system in the public sector,” stressed Mr. Ait Taleb.

The minister said that human resources are the cornerstone of health sector reform, stressing that the public sector will be strengthened by the implementation of the health function law, “which includes significant incentives” to enable it to strengthen its competitiveness.

He stressed that the efforts undertaken in the implementation of social protection projects are focused on strengthening the public sector, in complementarity with the private sector, welcoming the progress made in this sector.
