Stoltenberg said that Ukraine’s right to attack legitimate military targets in Russia is clearly defined in international law. Since this is a war started by Russia against Ukraine, Ukraine has the right to self-defense, which also includes strikes on the aggressor’s territory, the NATO Secretary General said.
Stoltenberg reminded that different NATO countries have set different restrictions on the use of weapons supplied to Ukraine, others have not set any restrictions at all, and still others have proposed introducing only a few restrictions. He added that several allies are now easing those restrictions, prompted in part by Russian attacks in the Kharkiv region.
Stoltenberg said that during the war, Ukrainian forces strike Russian positions and targets located behind the front lines on the territory of Ukraine. However, in the Kharkiv region, the front line and the Russian border almost coincide, so it cannot be expected that Ukraine will not attack artillery or airfields located on the other side of the front and, accordingly, the border.
That’s why Stoltenberg said he welcomes the decisions of NATO allies, which open up the possibility of a wider use of weapons to attack these targets.
