Hwasun-gun won the 5th Korea’s Best Management Award for the third consecutive year. Hwasun-gun (Governor Koo Bok-gyu) won the ‘Regional Development’ Management Award at the ‘5th Korea’s Best Management Award’ ceremony held on the 16th. This is the third time following 2022 and 2023.

The Korea Best Management Awards, hosted by the Chosun Ilbo, discovers, selects, and awards organizations and companies that have improved service in each field, practiced customer-centered management, and contributed to regional and economic development.

Hwasun-gun was selected as the management target in the regional development sector in recognition of its achievements in promoting policies such as ▲10,000 won rental housing for young people and newlyweds (hereinafter referred to as 10,000 won rental housing), which is a policy to overcome the local extinction crisis and induce population inflow, and ▲Hwasun-type 24-hour daycare center, the first of its kind in Jeollanam-do, to create a pleasant child-rearing environment.

In particular, the 10,000 won rental housing policy has been well-received for contributing to the housing stability of young people and newlyweds and creating a population inflow effect. The 10,000 won rental housing policy is a policy in which Hwasun-gun leases private rental housing and re-leases it to young people and newlyweds aged 18 to 49 for a monthly rent of only 10,000 won. This year, the scope of newlyweds has been expanded from the 7 years from the date of marriage registration to couples who plan to get married within 3 months from the date of announcement, and the income standard has also been eliminated for newlyweds.

Hwasun County plans to supply 100 units a year starting in 2023, and a total of 400 units by 2026. After the initial two-year contract, residents can extend their contracts up to two more times, allowing them to live there for up to six years. The winners of the 2024 10,000 won rental housing lottery signed all contracts on the 11th of this month and are scheduled to move in starting on August 16th.

The Hwasun-type 24-hour daycare center is also gaining popularity. While the 10,000 won rental housing reduces the housing burden of young people and newlyweds and creates an environment for marriage, the Hwasun-type 24-hour daycare center is a 24-hour childcare and care system for working people, dual-income couples, and single-parent families.

For infants and toddlers aged 6 months to 7 years old, childcare services are provided on an hourly basis at two daycare centers in the district in cases where emergency care is needed due to parents’ night-time work, business trips, illness, etc.

It operates 24 hours a day from 7:30 AM to 7:30 AM the next day (※ excluding Sundays and public holidays). Eligible for support are residents registered in Hwasun-gun (parents, direct ascendants, legal guardians) or employees working at a workplace located in Hwasun-gun. Support hours are up to 80 hours per month, and the hourly fee is low at only 1,000 won (paid by parents).

Hwasun County Governor Gu Bok-gyu said, “I am grateful that policies could be quickly implemented and recognized in a short period of time thanks to the combined efforts of both the county residents and public officials,” and added, “I will do my best to ensure that Hwasun County’s major policies are implemented sequentially to renew Hwasun and make its residents happy.”
