The most applications for refusal to learn the Russian language were received in Riga – 390 applications. 210 applications were received in Ropaži district, and 207 in Sigulda district. More than 100 applications were also received in Valmiera district, Ogre district, Liepāja, Ķekava district, Mārupe district, Jelgava district, Bauska district and Saldus district.

The number of applications received in Rēzekne, Daugavpils, Preiļu district, Līvāni district, Balvu district, Gulbene district, Kuldīga district, Augšdaugava district, Salaspils district and Varakļani district does not exceed ten.

In Krāslava county and Valka county, no student has refused to learn Russian as a second foreign language.

7th grade students gave up learning the Russian language the most – 717 students.

As announced, the parents of students whose offspring are studying the general basic education program could refuse to learn Russian as a second foreign language until June 21.

After receiving the refusal, but no later than at the beginning of the next school year, the founder of the educational institution, in cooperation with the school, must provide the opportunity for the student to learn another foreign language. Schools can conclude mutual agreements on the implementation of the second foreign language or parts of it in the basic education program in grades 4-9.

Students who graduated from the 9th grade this year and will have given up on learning Russian as a second foreign language, will receive a grade in this subject that is determined based on the summative grades obtained in the previous school years. According to the information provided by the Ministry of Education and Culture, there were 233 primary school graduates.

On the other hand, 4th-8th grade students who refuse to learn Russian will be transferred to the next grade without evaluation in the subject “Foreign Language 2”.

Schools will have to provide the opportunity to learn Russian as a second foreign language until the end of the primary education level, but no longer than until the end of the 2029/2030 academic year, for those students who have started learning it and want to continue.

Amendments to the Education Law, which provide for the right of students to refuse to learn the Russian language in writing already this year, entered into force on May 22.
