Speaker of the House of Representatives, Aguila Saleh, said in a press interview that the political agreement described the House of Representatives as the sole legislative authority in the country during the transitional phase, noting that the Supreme Council of State, which he described as “advisory,” has no authority to approve the state’s general budget.

In response to a question about the State Council’s objection to the budget law, Aqila pointed out that the explicit texts of the political agreement do not contain any reference to the State Council’s participation in issuing the budget law, stressing that the House of Representatives is the one with the authority to approve the budget, and no other councils are competent to do so.

Aqila wondered about the role of the State Council in preparing, discussing or approving the budget during the past years since 2015, stressing that the allegations of the Chairman of the Advisory State Council regarding his powers to approve the budget have no legal basis.

The Speaker of the House of Representatives considered that the political agreement on which the State Advisory Council relies is outdated and must be changed, calling on Takala to submit a single text of a law proving that the State Council has the powers to approve the state’s general budget.

The Speaker of the House of Representatives criticised the monitoring of an “elected body by an unelected body”, stressing that this constitutes an obstacle to the work of the House of Representatives.

Earlier, Takala addressed a letter to
Aqila Saleh confirmed that the mechanism for approving the general budget was not legal, and that it was the same as nothing, as it did not meet the rules for approving the budget law in accordance with the applicable legislation.

Takala said that the House of Representatives had gone too far in its violations and had chosen to take unilateral measures, noting that this would only lead to more division, as he put it.
