With the decision No. 290/2024 of the Single-Member Court of First Instance of Rhodes (interim measures procedure) the application of the Municipal Water Supply and Sewerage Company of Symi against “D.E.H. SA”.
As he explained in recent years, especially due to the operation of the desalination units on the island, from which the continuous and uninterrupted water supply of Symi is ensured, an exorbitant electricity consumption debt has been created, which concerns not only the electricity bills, but also the permanent surcharges, interest etc., to which (due) the company is unable to respond, as its resources are sufficient to cover the current consumption of electricity.
For this reason, successive actions have been taken in order to settle the issue with a legislative initiative, but to date there has not been a definitive solution to this, obviously due to its particularity and complexity.
However, it is proven that the state has recognized the existing problem and for this reason a Decision has been issued by the Secretary General of the Ministry of Shipping and Insular Policy, on a grant to DEVAS with the amount of 200,000 euros exclusively for “covering part of the electricity consumption costs year 2022, from the operation of the municipal desalination units”.
Despite all this, until today the decision in question has not yet been implemented, that is, the relevant fund has not been disbursed due to the lack of liquidity from the Ministry’s cash reserves.
The relevant grant, and, it should be noted, that it would allow him to pay this significant amount and then seek a relevant sustainable arrangement of the debt, which is not possible with today’s conditions, but after the start of the war in Ukraine and the energy crisis that he caused, the current electricity bill shot up to monthly amounts of around 70,000 euros!
In the midst of waiting for the above development, i.e. the disbursement of the above amount, PPC SA submitted the Extra-Judicial Statement dated 06-09-2023 – Invitation and Overdue Notice, with which it informs that after the lapse of 30 days from its submission, it will in the issuance of orders to deactivate the load meters that electrify the facilities of DEVAS and in the issuance of orders to stop the representation of the load meters of the company’s benefits.
He thus argues that he risks the interruption of the water supply to the entire island of Symi, with all that this implies for the well-being and daily living of 3,000 inhabitants, but also for the multitude of tourists and visitors, as the tourist season continues uninterruptedly until the first ten days of November due to the feast of the Generals, since thousands of pilgrims rush to the island to visit the world-class Holy Monastery of “Michael Panormitis”.

In addition to this, the risk caused by the eventual and already announced actions is also immediate for the overall electrification of the island, since any interruption of the water supply would potentially cause a problem in the operation of the water-cooled generators of the facilities of the electricity production unit of the PPC in Symi !
With its application, it requested that PPC be prohibited from issuing orders to deactivate the load meters that electrify the facilities of DEVAS and from issuing orders to stop representing the load meters of our services, as well as to terminate the contractual relationship between them, until the disbursement of the already approved for the company a grant of 200,000 euros by the Ministry of Shipping and Island Policy and the settlement of the debt to the defendant.
DEYA Symis was represented by Mr. Eleftherios-Georgio Passos and PPC by Mr. Giorgos Mavrommatis.
