The start of the Clausura tournament and the second half of the competition in this part of the world also means the start of a new season in several other places, especially in the most important leagues in Europe.

And that is why, from July 1, the latest updates made by the IFAB to the Rules of the Game will come into effect, which will therefore run from the 2024 Clausura tournament in Paraguayan football.

The APF, through its Referee Commission, was in charge of making a list of the most important modifications that were made, among which the implementation of the extra change for concussion or strong blow to the head stands out.

This is written in Rule 3 and states that the sixth substitution is only one per team and per game. But the relevant fact to all this is that if a team makes the additional substitution, it automatically enables one more substitution for the opposing team.

The team making the additional change may do so at any time and without using its available window, but the other team, which acquires its opportunity, will have to do so within one of the available opportunities.

-Rule 12 – Fouls and Misconduct (Handball Infringement)

Another of the striking changes is in Rule 12, on Fouls and Incorrect Conduct, in the disciplinary measures for handball.

It is indicated that from now on, infractions for involuntary handball for which a penalty is awarded, will have the same sanction as those for playing or contesting the ball.

This means that if a penalty kick is awarded for involuntary handball, a caution will be issued for those involving an attempt to prevent a goal or an obvious goal-scoring opportunity, while a caution will not be issued for those involving a promising attack being stopped.
