South Jeolla Province Governor Kim Young-rok inspected landslide evacuation facilities and introduced disaster relief packages. South Jeolla Province Governor Kim Young-rok visited Anno 2-gu (Mojeong Village) in Geumjeong-myeon, Yeongam on the 19th to inspect landslide resident evacuation facilities and introduced the ‘disaster relief package’ that is distributed when preemptive evacuation measures are taken, and requested active cooperation for life safety.

South Jeolla Province is providing 200 sets of ‘disaster relief packages’ to 9 cities and counties, including Suncheon and Jindo, that have been hit by heavy rain since the 16th, to proactively respond to disasters such as evacuations of residents.

The ‘Disaster Relief Package’ support project was introduced by Jeollanam-do as a differentiated disaster preparedness policy. It has been implemented since this year to induce the evacuation of residents expected to be exposed to disasters such as forest fires, landslides, and floods, and a total of 10,000 sets are being produced and supported.

The components reflect the opinions of residents and include 15 types of items, including toothpaste and toothbrush sets, wet tissues, instant rice, cup ramen, and snacks. One package per person will be distributed on-site to residents who have taken refuge in community centers and senior centers. South Jeolla Province plans to consider expanding the items in the future by collecting opinions from residents.

The Mojeong Village that Governor Kim Young-rok visited that day is an area vulnerable to landslides. On May 10, around 30 people including police, fire department, district office, and local residents conducted a landslide disaster response drill. The village is equipped with a preemptive resident evacuation response system in accordance with the cooperation system with relevant organizations in case of an emergency.

In addition, a forestry river basin management project for valley maintenance is scheduled to be carried out this year with a budget of 1.1 billion won, and it is expected that permanent landslide prevention will be achieved when the project is completed in November.

On this day, former South Jeolla Provincial Assembly members Son Nam-il and Shin Seung-cheol, Yeongam County Deputy County Mayor, Geumjeong-myeon Mayor, and local residents were present at the inspection site.

On this day, the on-site inspection focused on areas vulnerable to landslides and the evacuation readiness of residents, as more rain was forecasted in a situation where the ground condition had become very weak due to continuous rain for several days. In particular, additional erosion of valley areas, drainage system maintenance, shelter management status, and preemptive resident evacuation systems were also examined.

Choi Gap-yeol, the village head who participated in the inspection, expressed his gratitude, saying, “Thanks to the support from the county and the four-way defense project, which was a long-awaited issue for the village, we are now less worried about safety.”

Governor Kim Young-rok said, “We are preparing for landslides this year by installing dams and other landslide prevention projects in 125 locations, but landslides are unpredictable disasters.” He added, “The risk of landslides has greatly increased due to this recent torrential downpour, so we urge residents to quickly evacuate to designated locations, such as community centers, when they are requested to evacuate.”

South Jeolla Province has established a ‘South Jeolla Province-style preemptive resident evacuation’ system with the goal of zero casualties. Upon receiving landslide prediction information, the province holds a situation assessment meeting to decide on evacuation targets and times, and conducts preemptive resident evacuation before sunset. A total of 715 people have been evacuated this year, including 108 people in May, 349 people on July 15, and 258 people on July 18.

Until October 15, the summer natural disaster countermeasure period, we plan to operate a landslide countermeasure situation room in Jeollanam-do and 22 cities and counties to make all-out efforts in disaster response, including advance monitoring of vulnerable areas, situation reporting in case of heavy rain or typhoons, preemptive evacuation of residents, and damage recovery.
