The bidding conditions for the Busan ‘Gadeokdo New Airport Site Development Project’, which costs a total of 10.53 trillion won, will be relaxed after two rounds of failed bidding. The goal of opening by the end of 2029 will be maintained, but the completion date will be delayed, and up to three joint contractors will be allowed to participate.

The Ministry of Land, Infrastructure and Transport announced on the 19th that it will change the bidding conditions for the Gadeokdo New Airport site development project and announce it on the 31st. This project is a project to build airport facilities, port infrastructure, etc. on 6,669,000㎡ (approximately 2,020,000 pyeong) in the Gadeokdo area of ​​Gangseo-gu, Busan. There were no bidders in the first bidding held on the 6th of last month, and only the Hyundai Construction consortium participated in the second bidding on the 24th, resulting in a failure. The Ministry of Land, Infrastructure and Transport explained, “According to the Public Procurement Act, a private contract can be conducted if the second bidding fails, but we believed that selection of an excellent company through competition should take priority.”

According to the revised bidding conditions, the construction period will be extended by one year from six years to seven years after the start of construction. This reflects the high level of difficulty, as the airport will be built across land and sea, and the process will also involve reclamation of 95 million square meters of sea.

However, the opening date will remain the same as the existing condition of December 2029. After carrying out the construction of the eastern reclaimed land, which is essential for the opening of the port, such as the runway and passenger terminal, the remaining western site and the entire construction will be completed.

The joint procurement limit for the top 10 construction companies will be relaxed from 2 to 3. This reflects the industry opinion that considering the scale of the project, difficulty of construction, etc., it is necessary to increase the number of joint contractors to further distribute costs and risks. In addition, the design period will be extended by 2 months to 12 months.

The Ministry of Land, Infrastructure and Transport plans to post a bid notice on the 31st and receive applications for preliminary examination until the 19th of next month. The Ministry of Land, Infrastructure and Transport said, “We will also actively pursue shortening the project period through the introduction of construction automation equipment and application of the latest construction methods.”
