The Assembly’s Oversight Committee filed the requests for interpellation against three former ministers of Guillermo Lasso. Following this decision, the Commission could begin to consider the requests for interpellation of officials of the Government of President Daniel Noboa; the foreign minister, Gabriela Sommerfeld; the Government Minister, Monica Palencia; and the former Minister of Energy, Andrea Arrobo.

The Oversight Commission of the National Assemblycontrolled by the Correismfiled today, July 1, 2024, the requests for interpellation against the former Minister of Finance, Pablo Arosemena; the former Secretary of Higher Education, Science and Technology (Senescyt), Andrea Montalvo; and the former Secretary of Public Administration, Sebastián Corral.

Arosemena, Montalvo and Corral served in these roles during the government of then-President Guillermo Lasso.

At the session of the Oversight Board it was found that, in no case, the requests for interpellation raised against the former officials for alleged failure to comply with functions inherent to their position, complied with the requirement that determines the Organic Law of the Legislative Function (LOFL) which establishes that requests for interpellation must be supported by 40 signatures. In these cases, requests for trial only reached the support of between 34 and 35 signatures.

According to Sofia Espin (Citizen Revolution), the filing of the trial of the former officials does not imply that these cases remain unpunished, and stated that the alleged irregularities committed by the former officials should be investigated at the Attorney General’s Office (FGE), the Comptroller’s Office.

Patricia Nunez (Citizen revolution), in a March 2024 declaration, noted that, in the asset declaration, Sebastian Corral “clearly stated” that he has contracts with the State. “This was grounds for disqualification from office and despite this, he continued working as a public servant,” said Núñez.

Former Finance Minister, Pablo Arosemena He was investigated for allegedly having withdrawn resources from CENEL and CELEC during his administration, which would have led to the electrical crisis that caused eventual power outages. Andrea Montalvo nor would it have allocated resources to higher education.

Following the filing of these impeachment requests, the Commission could begin to consider the requests for interpellation of ministers and former ministers of the administration of the President of the Republic, Daniel Noboa.

These correspond to the Minister of Foreign Affairs, Gabriela Sommerfeld; Raised by Jhajaira Urresta (Citizen revolution), and the Government Minister, Monica Palencia, proposed by Leonardo Berrezueta (Citizen Revolution), by the ““violent irruption” in the Mexican embassy that occurred on April 5, 2024, in which former Vice President Jorge Glas was captured, currently imprisoned in the The Rock prison.

In April 2024, the Construye movement filed a request for trial against the former Minister of Energy, Andrea Arrobo, questioned for the electricity crisis. (SC)
