South Jeolla Province Governor Kim Young-rok has instructed that special cases befitting the characteristics of South Jeolla Province be discovered and actively suggested. South Jeolla Province Governor Kim Young-rok instructed on the 23rd, “In line with the government’s population decline policy, actively identify unreasonable regulations and discover special cases befitting the characteristics of South Jeolla Province and actively suggest that the central government grant related authority.”
Governor Kim Young-rok held a policy meeting of directors at the provincial government office on the morning of that day and said, “The government recently announced a plan to expand regulatory exceptions for areas with declining population, so special management is needed in this area.”
He continued, “Since the central government does not create regulatory exceptions on its own, we need to make an effort to uncover and obtain many unreasonable regulations for residents and businesses.” He added, “Let’s manage special exceptions in areas applicable to Jeollanam-do well and obtain authority, such as by looking into cases where the central government excessively restricts our authority or where government regulations cause harm to the private sector.”
He also emphasized the discovery of new policies that will lead to changes in the provincial administration. Governor Kim Young-rok said, “In addition to the previously announced 10 Grand Jeonnam projects, there may be things that we haven’t thought of yet, so please continue to discover policies to overcome the crisis of local extinction, etc.” He also said, “Let’s create a policy vision for cities and counties by gathering opinions from experts such as the policy advisory committee and the Jeonnam Research Institute and from the field of residents and conducting in-depth research.”
He also said, “In the era of artificial intelligence (AI) automation, we have no choice but to move toward a ‘basic income’ society due to job insecurity,” and “Let’s study ways to ensure that existing businesses benefit the citizens in line with the new times, such as promoting the concept of a ‘basic birth allowance’ that provides support from birth to childhood and adolescence.”
Regarding the recent damage from heavy rain, he said, “Although there was heavy rain of up to 200mm at times in the Jeonnam region, all employees, cities and counties, fire departments, and police responded actively, so there was no major damage.” He added, “The damage was minor, but it was significant from the perspective of the victims, so I hope you will do your best to restore the damage in line with the perspective of the residents.”
Regarding the analysis of the regional economic impact of the implementation of the Distributed Energy Act by the Gwangju-Jeonnam Branch of the Bank of Korea, he said, “It is predicted that Jeollanam-do will benefit the most, with regional gross domestic product increasing by 5.6-19.0% and employment increasing by 19,000-65,000,” and encouraged, “Let’s strongly promote policies related to distributed energy and Renewable Energy 100 (RE100), such as the establishment of national industrial complexes.”
Regarding the simultaneous relocation of Gwangju civilian and military airports, he stated, “At the three-way meeting with the mayor of Gwangju and the mayor of Muan County, Gwangju City should come up with active support measures in addition to what it has done so far.” He continued, “We need to make efforts to revise the Special Act on Military Airports to appeal to the relevant residents, including the enactment of an ordinance on support for local residents and special cases for the relocation target area.” He added, “Jeollanam-do can actively participate only when we specifically present the regional development effects that will offset the inconvenience caused by the military airport by 10 to 20 times and when the residents are convinced and accept this.” He also emphasized, “Muan County should no longer just unconditionally oppose, but should have a forward-looking attitude.” He added, “The fact that we are meeting is a big decision in itself, and Jeollanam-do will also work to ensure that this change leads to real, big change.”
Regarding the promotion of the Jeollanam-do Medical School competition, he said, “It is important to provide an opportunity for any resident of the province to participate in the preliminary explanation session of the establishment method committee currently being promoted and express their opinions,” and “Through this, we should come up with the best plan that the residents of the province want the most and that will provide the most benefits to the residents of the province.”
