The Office of the Comptroller General (SCG) issued in the Official Gazette bis the Guidelines for the Integration of Transition Commissions in Mayoralties, to establish the terms under which the work of change of administration will be developed.

The Guidelines specify that, no later than Monday, August 19, Transition Commissions must be established in each of the municipalities where re-election does not apply.

The elected and incumbent mayors will be responsible for setting, by mutual agreement, the date on which these activities will begin.

Las Transition Commissions will be integrated by a Delivery Commissionfor which the acting incumbent will appoint between four and six public servants from the demarcation, and the Receiving Commission, made up of four people, who should not hold public office at the local level except by mutual agreement between the parties.

The Delivery Commission will be responsible for providing the facilities and conditions necessary for the development of the works, as well as delivering the information and documentation on the status of the resources and affairs of the outgoing administration.

The Guidelines also indicate that minutes will be kept at each meeting with the agreements and follow-up of previous sessions.

In the case of mayors elected for a second term of office, they must draw up a detailed administrative report before the corresponding Internal Control Body, within a period not exceeding 15 business days following the end of his first administration.
