“Historical Park” in the Vetrin village of Neofit Rilski may be coming to an end due to bankruptcy. And its owner Ivelin Mihailov, against whom half of his deputies turned, is subject to numerous inspections, including by the parliament. Yesterday it became clear there that there were 28 checks against him in the Ministry of Internal Affairs alone.
The data were presented by the acting Interior Minister Kalin Stoyanov and the Chief Secretary of the Ministry of Internal Affairs, Dimitar Kangaldzhiev, who appeared at a hearing before the temporary commission to investigate Mihailov and his business. The executive director of the NRA, Rumen Specov, and the chairman of the DANS, Plamen Tonchev, also came to the parliament, but they spoke behind closed doors due to the sensitivity of the information.
For two hours, the MPs listened to the heads of the Ministry of Internal Affairs. And it became clear that since 2016, there have been constant checks on reports against Mihailov, his relatives and people connected with him – a total of 28. This means that
there have been complaints since before the opening of the park 5 years ago.
In 24 of the reports, the names of Mihailov and his companies “Historicheski Park” and “Bulgarian Monetary Group” JSC are mentioned. Otherwise, shortly after the elections, which unexpectedly brought “Velichie” into the parliament, Stoyanov had announced to the media that he did not know about any checks against Mihailov.
From the hearing, it has now become clear that 15 of the inspections are carried out by the ODMVR – Varna, and the remaining 13 – by the Regional Administration in Provadia, on whose territory the attraction falls. Files were created, but were later closed at the prosecutor’s office.
The first investigation against Mihailov since 2016 is because of
illegal distribution of credits
together with the mayor of Pazardzhik Todor Popov and his relatives. At that time, Mihailov’s company “Bulgarian Monetary Group” was fined BGN 20,000, but after an appeal it was reduced to BGN 15,000. This was actually the only punishment imposed on Mihailov.
The remaining checks against the businessman from Gorna Oryahovitsa are a complete portfolio of violations of the Criminal Code – illegal sale of shares (since 2019), creation of a financial pyramid through his company “Together” OOD, which is owned by him and his ex-wife Vasya Yordanova, sale of shares for “Historical Park”, illegal acquisition of properties on the territory of Neofit Rilski and many others.
There are suspicions of a money-laundering scheme where properties are bought at heavily discounted prices close to the tax rate. An additional check is currently being carried out, according to instructions given by the supervising prosecutorMinister Stoyanov said.

In the first case, it is about a security guard who was found dead in the park, probably due to carelessness, explained the Ministry of the Interior.
One of the striking cases is from 2023 for falsification of documents, with which the manager of a company was replaced. The original owner was British. The mayor of the village, Stoyan Mihailovski, certified a power of attorney, with which the British man authorizes another person to represent him in front of a bank and to use an electronic signature. Subsequently, the authorized person himself was appointed as manager and sold 3 properties with an area of 4 decares to the company “Zadruzhno” EOOD with manager Ivelin Mihailov for a modest 9,000 BGN.
It was through the company “Zadruzhno” that most transactions with properties in the municipality of Vetrino were carried out. It was registered in March 2021, and it is until May 2023

It has not filed annual financial statements. The company has two appointed employees – the businessman’s wife Vasya and Momchil Yordanov. She herself has over 400 records in the Registry Agency, most of them concern real estate transactions with buyers related to Mihailov. Vasya also owns most of the properties in the village related to the businessman.
They are also investigating “illegal actions” against municipal councilors in Vetrino, surveillance, beatings, as well as why the Mihailov-related security company “Guardians” carried out a pass-through regime at the entrance to the polling stations in the municipality of Vetrino.
Velichie party became the first political force in the parliamentary elections in June in Neophyt Rilski and has a majority in the municipal council in Vetrino.
GERB MP Branimir Balachev, who is also a lawyer from Varna, said that according to his information, it is unlikely that an indictment will be filed in court, and that it is possible that the same prosecutors will work on the cases against Mihailov. Minister Stoyanov firmly denied having a police umbrella over Mihailov, including in the regional directorate in Varna, but explained that he could not confirm this for the other institutions as well.
Otherwise, ODMVR-Varna monitors 67 companies related to Mihailov
There is no information about paramilitaries working on the territory of the municipality, announced the regional MIA chief Andrey Angelov. Locals complain about this, and journalistic investigations testify. Otherwise, Mihailov himself has 28 legal weapons – 22 rifled hunting carbines, 5 smoothbore rifles and one pistol for self-defense, as well as six silencers for rifles. The “Guards” company has four Glock pistols, although none of the guards has a pistol permit. However, during all police checks, Mihailov’s weapons were carefully stored, and the guards did not carry pistols.
In addition to private properties, Mihailov also bought municipal land. In 2017, “Historicheski Park” JSC purchased eight from the Vetrino municipality, one of which with an area of 122 decares in the land of the village of Neofit Rilski.

42 people work in the park, salaries in 2022 were about BGN 1,400 per person. The three members of the board of directors – Ivelin Mihailov, Nikolay Hitov and Plamen Kanchev – received BGN 84,000, or BGN 2,333 per person per month. In mid-June, the NRA seized Mihailov’s properties due to unpaid taxes for over BGN 600,000.
On Wednesday, he organized a demonstration in front of the National Assembly, announced as a protest in defense of the “Historical Park”. Meanwhile, it became clear that deputies from the commission investigating the park also received threats.
