Why doesn’t Ahmed Dogan convene the collective bodies in the party? Because he’s not sure how well he has them, is one possible answer, despite the “bottom-up” loyalty oaths. Or because the honorary chairman, who wrote the DPS statute, knows that Delyan Peevski is right – the rules there do not allow him to be removed as chairman.
What will happen if a resolution in the DPS does not occur before the president calls for new elections.
Or even until the very start of the campaign for them?
These questions are starting to be asked by others, after nearly a month has already passed since the beginning of the rift. Not a word is heard about convening the party bodies, at the meeting of which – as the people around Ahmed Dogan claim, the first step towards solving the unprecedented situation in the DPS should be taken.
That the governing bodies do not meet was one of the main criticisms of co-chairman Jevdet Chakarov and expelled deputies Ramadan Atalai and Ceyhan Ibryamov, for which they accused chairman Peevski. And then Dogan also mentioned it in the address to the party.
10 days ago, the deputies who went to see him in Rosenets and are now independent, gathered in a capital hotel with some of the local structures and announced that they want to convene within days of the broad leadership – the Central Council. The week has passed
nothing happened. None of the excommunicated even brings up the subject
And Peevski advised whoever wanted to sit, but this council did not decide anything. And he is right.
It is the question of what the DPS CS can decide, if and when it is called, that is key to how the plot will develop.
In his address, Ahmed Dogan demanded the resignation of Peevski as chairman and five others from the leadership, leaving the decision to the collective bodies of the party. According to the statute, exclusion from the DPS is required for four reasons:
– violation of party secrecy, exceeding the powers given to him, disparaging the DPS in the media;
– creation of conditions for schism and factionalism, threatening the integrity of the party and the governing bodies;
– proven corruption, financial or official abuse;
– registering one’s own candidacy without a party decision, membership in another party, working in favor of another party or candidate and working against the party in elections.
The punishment lasts for two years. Separately, there is also an option for temporary exclusion for up to 12 months.
In his address, Dogan wrote: “Actually, there is an attempt at an intra-party coup in the DPS to use party power for personal and group interests, and above all to change the political profile of the party.” And even at the very beginning, he talks about systematic non-compliance with the statute. Thus, the possible exclusion of the six could be based on the second point – for attempts to divide the party.
If they are expelled from the party, they will automatically lose their leadership positions, the followers of the honorary leader are convinced. This is how the scenario with Lyutvi Mestan played out, the decision was made precisely by the Central Council.
What is the Central Council and especially –
can it even be summoned by the breakaways?
Its composition includes about 240 people, and it is not clear which of them is on whose side – Peevski’s or Dogan’s. Most likely, this census is the reason why the meeting has not yet been convened. And no matter how unthinkable it sounds, Dogan, to whom so many municipal and regional organizations have sworn allegiance, may not actually rule this plenum.
The composition of the council includes members by right and by choice. Peevski and Chakarov, the chairmen of the regional councils, the people’s representatives and MEPs who are members of the DPS, the ministers (when the movement has them), 86 members proposed by the delegates, and up to 35 people proposed by the presidents, certainly enter.
The youth leaders Tanzer Yuseinov and Ibrahim Zaidenov, the members of the Central Operational Council of the MDP and the regional leaders of the youth are sitting by right.
It is difficult to say what the division is within the Central Council. Most chairmen of regional councils came out with positions in support of Dogan. At the meeting in Sofia on July 19, deputies explained that all regions support the honorary chairman. Ten days earlier, however, a similar gathering was held by Delyan Peevski, and there were also many regional leaders there. At neither gathering was it announced which structures were present. Certainly on the side of the honorary chairman is the leader in the DPS bastion – Kardzhali, Resmi Murad.
How the forces are divided in the parliament is known – 25:22 in favor of Dogan. This is the ratio of MPs expelled from the DPS and those who remained in the parliamentary group led by Peevski. DPS has three MEPs – Ilhan Kyuchyuk, Elena Yoncheva and Taner Kabilov, but Yoncheva is not a member of DPS. Kyuchuk was one of the first to declare his support for Dogan, and Kabilov rather remains silent, but continues to share Peevski’s positions on his social networks.
Those who supported Dogan no longer do.
Young people will probably stand on the side of the honorary chairman, since the two chairmen of the “small” DPS Yuseinov and Zaidenov have already done so, there was also an official position of the MDPS. They went to Rosenets, then
we watched selected footage of how happy Dogan was
in that they “identify” the problem and will solve it together.
Among the 35 in the DPS CA named by the chairmen, counting is difficult, but there is reason to believe that they will follow whoever put them there. The stronger figure at the conference a few months ago was definitely the “phenomenon” Peevski (according to the honorary chairman’s personal definition). In fact, even their number is not publicly clear, since 35 is only the ceiling, not a mandatory quota. It is not known how the 86 named by the delegates would act.
A central council can be convened at the request of the chairman of the party, of Dogan or at the insistence of 2/3 of its members. And it becomes increasingly clear that Chakarov’s (Dogan) people
cannot form this qualified quorum of 2/3 necessary to hold a meeting
of the CS of the DPS according to Art. 9, para. 3 of the statute. Separately, for the convocation, it is necessary to regularly summon all its members in order to be able to take part. And this circumstance is subject to proof.
Peevski will certainly not convene a meeting, because his position is that he was elected leader by the National Conference, therefore “the Central Council does not decide anything”. From the outside, it already seems that Chakarov and company are waiting for some kind of sign from him. Because if they do call a meeting and it fails,
will be a public sign of Dogan’s weakness,
which he would not like to give.
In fact, the chairman of the DPS is by right a member and chairman of the CS (according to the statute), i.e. Peevski cannot be removed from the council according to another paragraph of the article in question. 9 of the party statute. He can be removed only and only by the National Conference (the supreme body of the party), because by statute it elects and dismisses the chairmen. Here Peevski is right – “The Central Council does not decide anything”.
It is possible to hypothesize that the idea is not to expel the six from the party, but only to remove them from their leadership positions. But the conference elected two en bloc – Peevski and Chakarov, together and separately to be chairmen of the DPS. Another case study that cools the enthusiasm for convening any meetings. In addition, Honorary Chairman Dogan has no right to convene it – his powers only include convening the Central Committee, the Central Committee of the DPS and a meeting of the Party Control Commission.
Let’s leave aside how much more complicated it is to organize, but according to the statute, 3 months are needed. I.e. if it is hypothetically convened already on August 1, it will be possible to hold it on November 1 at the earliest, when the elections will have passed.
Which again brings us to the question of how the DPS will appear on them, who will arrange and sign the lists, how will it be registered.
Even if the Central Council is held and the chairman is expelled from the party for the violations listed in the constitution, this internal decision of the party is not automatically entered in the judicial register. Because
the imposition of disciplinary sanctions is a non-recordable circumstance,
lawyers remind us of the permanent judicial practice in our country. And it can be appealed in court.
Thus, the strangest, but in view of the situation, very possible scenario is for the two centers to arrange two different lists, each claiming to be the authentic one. The two presidents formally have the authority to do so. And to submit them to the CEC, which, of course, will have to go to court. During the registration process, such cases of the parties are resolved quickly, within three days, so the time for guessing which DPS will go to the elections and which part will be an observer of them will at least be only a few days. The current practice indicates that whoever holds the seal also gets the right to put it under the lists of party candidates.
Or it can be assumed that the current parliamentary group led by Peevski will be the political formation that will receive legitimacy to participate in the early vote.
It sounds incredible that Dogan would allow the “DPS” brand to be taken from him for the elections. But analysts have always pointed to him as a strategic long-range player. In recent years, the parliaments in our country have been short lived, the integrity of the groups in them – as well. For the creator of DPS, the most important thing in this unprecedented situation is to have a party, not a parliamentary group. If the long game plays out in such a scenario, he should have braced himself for a grueling round robin.
