Hwasun-gun, ‘8th local government’s future industry development achievements and challenges’

Hwasun County is continuing its challenge by showing the achievements of fostering future industries during the 8th local government election. Hwasun County (Governor Koo Bok-gyu) started by opening Hwasun Chonnam National University Hospital in 2004 to foster future food industries, and was designated as the Hwasun Vaccine Industry Special Zone in 2010. Over the past 20 years, it has successfully built infrastructure for the entire new drug development cycle through steady investment.

In particular, at the same time as the launch of the 8th local government, ‘vaccines’ were set as one of the three major visions for Hwasun’s future strategic industries, and a dedicated vaccine department was established in 2023. By focusing on the vaccine industry so that it can become a new growth engine for the local economy, remarkable results were achieved in the first half of the 8th local government.

The greatest achievement among them was the designation as a ‘National Advanced Strategic Industry Bio-Specialized Complex’ by the government (Ministry of Trade, Industry and Energy) in June. The attraction of the bio-specialized complex is evaluated as the result of the efforts that Hwasun-gun has put into the bio-industry and as a stepping stone for Hwasun to leap forward as a global bio-industry hub.

Another achievement was the designation as a World Health Organization (WHO) ‘Global Bio Campus’ in July of last year. Hwasun has a system that can provide theoretical and practical education on biopharmaceuticals to about 1,000 people annually through organic linkages between industry, academia, and research within the Hwasun Vaccine Industrial Complex, and is carrying out the function of nurturing domestic and international bio talent.

In this way, in order to be selected as a national advanced strategic industry bio-specialized complex and global bio-campus, efforts were made to strengthen the full cycle infrastructure of the bio and vaccine industry of the Hwasun Vaccine Industrial Special Zone during the two years of the 8th elected government and to expand the settlement conditions for human resources related to the bio-industry.

First, to strengthen the biomedical full-cycle infrastructure of the Hwasun Vaccine Industrial Complex, we promoted national support projects such as ▲establishing a national immunotherapy platform ▲establishing a functional HMR verification and commercialization platform ▲establishing a base for m-RNA vaccine verification support ▲establishing a base for a digital-linked absorbent material convergence medical business ▲establishing a platform for training microorganism-based vaccine experts ▲expanding the functions of the National Vaccine Safety Technology Support Center.

In addition, as a new business in 2024, we are securing and promoting the following national support projects: ▲Development of core source technology and platform construction for peptide advanced new drugs ▲Establishment of an intelligent platform foundation for verification of the effectiveness and safety of biohealth materials and devices based on digital transformation ▲Support for non-clinical core verification of commercialization of innovative new drug materials.

In addition, in order to promote the leap forward of the bio-industry complex with global competitiveness and to expand support facilities for attracting bio companies and fostering bio personnel, ▲the construction of a bio-health convergence knowledge industry center and ▲the construction of a dormitory in the Hwasun Vaccine Industry Special Zone are also being promoted.

In the latter half of the 8th local government, we plan to develop it into a cluster that leads the way in cutting-edge new drug technologies for differentiated vaccines and immunotherapy unique to Hwasun, Jeollanam-do, as a state-designated advanced strategic industry bio-specialized complex.

The strategic goal of the specialized complex is to create 150 companies in a complex of 2.41 million m2 (730,000 pyeong) by 2034, generate 3.4 trillion won in sales, and create 10,000 jobs. By achieving this goal, the complex will become Korea’s top-level biomedical cluster with global competitiveness.

Going one step further, in conjunction with the Jeollanam-do regional pledge among the Yoon Seok-yeol administration’s balanced development pledges, we plan to focus on attracting the Gwangju-Jeonnam Advanced Medical Complex, promote innovative treatments and new drug development through the linkage of the bio industry and the medical industry, and seek new growth in the region by creating jobs through attracting bio companies.
