The new Korea Communications Commission Chairperson Lee Jin-sook (pictured) voted in favor of the appointment of public broadcasting directors, including the Broadcast Culture Promotion Association, a major shareholder that holds the authority to appoint the MBC president, at a plenary session of the commission on the 31st. Earlier, President Yoon Seok-yeol approved the appointment of Chairperson Lee that morning and appointed Kim Tae-gyu, Vice Chairman of the National Human Rights Commission, to the standing committee member position left vacant by the resignation of former Vice Chairman Lee Sang-in, completing the formation of a “two-member KCC.” It has been five days since the unprecedented situation of “zero KCC members” occurred. The Democratic Party of Korea is strongly opposing this, claiming that “the resolution of the deformed ‘two-member KCC system’ is illegal,” and is threatening to impeach Chairperson Lee. It seems that the aftershocks will continue, making it difficult to normalize the KCC for the time being.

Chairman Lee and new member Kim held a general meeting at 5 p.m. that day and approved the appointment of directors for Bang Moon-jin, the largest shareholder of MBC, and KBS. A total of six people were appointed as Bang Moon-jin directors, including Professor Kim Dong-ryul of Sogang University, Son Jeong-mi, a member of the TV Chosun Viewer Committee, Yoon Gil-yong, a special member of the Broadcasting Advisory Committee of the Korea Communications Standards Commission, Lee Woo-yong, an arbitration member of the Press Arbitration Commission, attorney Lim Moo-young, and former special prosecutor Heo Ik-beom. Seong Bo-young, CEO of Kumuda SV, was appointed as auditor for Bang Moon-jin.

The Korea Communications Commission recommended seven people to the president as KBS directors, including current KBS director Kwon Soon-beom, former Korea Policy Broadcasting Institute president Ryu Hyun-soon, current KBS chairman Seo Ki-seok, Women’s Newspaper vice president Lee Geon, attorney Lee In-cheol, vice chairman of the Korea Media Rating Board Heo Yeop, and former 5th standing member of the Korea Communications Standards Commission Hwang Seong-uk.

The Bangmoonjin directors are appointed directly by the KCC, and the KBS directors are appointed by the president upon recommendation by the KCC. The term of office for each director is three years. The term of office for the existing Bangmoonjin directors expires on August 12 and for KBS on August 31, and the terms of the new directors begin on August 13 and September 1, respectively. The chairman is elected by the directors.

The opposition party plans to receive the impeachment motion against Chairman Lee on the 1st, the day after his inauguration, and process the impeachment motion as early as the 2nd. Democratic Party lawmaker Kim Hyun criticized, “The Korea Communications Commission is a consensus-based organization, and (board) candidates are not selected haphazardly,” and “They have skipped even this basic procedure and have been brought in as President Yoon’s puppet to quickly take control of broadcasting.” If the impeachment motion is passed, Chairman Lee will be suspended from his duties, but he may not resign. A key ruling party official said, “Since he has achieved his intended goal, Chairman Lee will seek a ruling from the Constitutional Court, even if it means a few months of inactivity.”
