Representatives of the fisheries sector are invited to apply for support for a sustainable fishing business

The purpose of this measure is to strengthen economically, socially and environmentally sustainable fishing activities. EUR 3,000,000 of public contribution funds are allocated for the implementation of the projects.

Project implementation plans can be provided by:

  • companies conducting commercial fishing in the coastal fishing zone of the Baltic Sea and having the transferable right to use commercial fishing gear for coastal fishing;
  • companies engaged in commercial fishing in inland waters and having a transferable right to an inland fishing quota;
  • companies engaged in commercial fishing in the Baltic Sea, with the exception of the coastal fishing zone of the Baltic Sea, and having a transferable right to fishing opportunities in sea waters;
  • companies with a permit for commercial fishing in the waters of other seas;
  • cooperative companies, established in accordance with the procedure established by the Law on Cooperative Companies of the Republic of Lithuania, if all members of the cooperative company comply description of project financing conditions (Description) the requirements set out in clauses 4.3.1–4.3.4.

The measure supports the following activities:

  • investments on board or ashore, aimed at increasing the added value of caught fish (primarily during processing (preparation of the presented product in any way), marketing or direct trade);
  • investments on board or on shore, intended to preserve and improve the quality of caught fish;
  • investments on board or on shore for the use and management of unwanted by-catch;
  • investments on board for decarbonization (increasing energy efficiency, except Regulation (ES) No. 2021/1139 support referred to in point 1 of Article 18 for the replacement or modernization of the main or auxiliary engine of a fishing vessel);
  • investments aimed at introducing advanced technologies (innovation, digitization, circular economy) contributing to reducing environmental impact in fishing vessels;
  • investments on board or ashore to improve the hygiene, health, safety and working conditions of fishermen. It should be noted that one project implementation plan may include more than one supported activity.

It is important that Regulation (EU) No. Actions or costs referred to in Article 13 of 2021/1139. Investments are supported only in those fishing vessels that have carried out fishing activities for at least 60 days in the last two calendar years preceding the year in which the project implementation plan was submitted.

Amount and rate of intensity of support of the measure “Investments in sustainable fishing business”.

The maximum possible amount of support for the implementation of one project implementation plan is up to EUR 500,000.

Aid intensity rate:

  • Up to 100 percent – for investments related to small-scale coastal fishing (including inland waters), when project implementation plans are submitted by:
    • (a) companies engaged in commercial fishing in the coastal fishing zone and inland waters of the Baltic Sea and having the respective transferable right to use commercial fishing gear for coastal fishing,
    • (b) companies engaged in commercial fishing in inland waters and having a transferable right to an inland fishing quota,
    • (c) co-operative societies, all of whose members meet the requirements of (a) and/or (b).
  • Up to 75 percent – for investments specified in Clause 3.4.3 of the Description, when project implementation plans are provided by:
    • (d) companies engaged in commercial fishing in the Baltic Sea, with the exception of the coastal fishing zone of the Baltic Sea, and having a transferable right to fishing opportunities in marine waters,
    • (e) companies holding commercial fishing permits in the waters of other seas,
    • (f) co-operative societies not all of whose members meet the requirements of (a) and/or (b).
  • Up to 50 percent – for investments not specified in Clause 3.4.3 of the Description, when project implementation plans are submitted by applicants meeting requirements (d), (e) and (f).

How to submit project implementation plans?

Project implementation plans and accompanying documents are submitted to NMA by filling out an electronic form In the information system of the Ministry of Agriculture (FISH). In the event that the NMA website published information about the temporary non-provision of ŽŪMIS functional capabilities, documents are submitted in the ways specified in the announcement.
