Accordingly, the processing of bills on which there are few differences of opinion between the ruling and opposition parties, such as the so-called “Goo Hara Act” (civil law amendment) that was scrapped due to the expiration of the term in the 21st National Assembly, the Nursing Act enactment bill, and the Electricity Rate Reduction Act for Vulnerable Groups due to Heat Waves, is expected to accelerate. However, the analysis is that there are still variables, as the Democratic Party of Korea plans to propose a third “Chae Sang-byeong Special Prosecutor Act” on the 8th, and President Yoon Seok-yeol is expected to soon exercise his right to request reconsideration (right to veto) on the “Livelihood Recovery Support Fund Act” that was previously passed by the National Assembly alone by the opposition party.
People Power Party Policy Committee Chairman Kim Sang-hoon met for the first time with Democratic Party Policy Committee Chairman Jin Seong-jun on the morning of the 7th and said, “After looking at around 50 bills proposed by the Democratic Party as a party platform, some bills that we can fully accept caught my eye,” adding, “We can discuss together the Crime Victims Protection Act, the ‘Goo Hara Act,’ the Industrial Cluster Activation and Factory Establishment Act, and the Large and Small Business Mutual Cooperation Promotion Act.” Chairman Jin also said, “I think the ruling and opposition parties can speed up and enact these bills quickly.”

The ‘Goo Hara Act’ is a bill that excludes inheritance rights for parents who have neglected their child-rearing duties, and was abolished when the term expired in the 21st National Assembly. The Democratic Party re-introduced the Goo Hara Act as a party platform in the 22nd National Assembly, and the ruling party has also expressed its intention to re-promote it, so it is considered a bill that both the ruling and opposition parties can sufficiently reach an agreement on. The Nursing Act has also narrowed the differences between the two parties to a significant extent. The Nursing Act passed the plenary session of the National Assembly alone in the 21st National Assembly, but was abolished due to President Yoon’s veto. The ruling and opposition parties have each re-introduced bills in the 22nd National Assembly, but there is a consensus between the ruling and opposition parties on the need to enact a bill that clarifies the duties of nurses. After meeting with Speaker Kim that day, Speaker Jin said, “We agreed to coordinate minor issues and process them quickly.”
The ruling and opposition parties are continuing negotiations with the goal of passing the Special Act on Lease Fraud through the Land, Infrastructure and Transport Subcommittee on the 20th of this month and the full Land, Infrastructure and Transport Committee on the 21st. However, there are still issues remaining, such as raising the limit on the rental deposit for victims of lease fraud from the current maximum of 500 million won to 700 million won.
Although the ruling and opposition parties have finally begun communicating, there are still many hurdles to overcome. First, the Democratic Party plans to propose a third special prosecutor bill for Private First Class Chae on the 8th. A Democratic Party floor leader said, “We agree with the ruling party’s proposal to ‘stop political strife,’ but if that means stopping the Special Prosecutor Bill for Private First Class Chae, it will be difficult to accept.” He added, “The government and the ruling party should also review the People’s Livelihood Recovery Support Fund Act in a more forward-looking manner.”
The ruling party has begun pressuring the Democratic Party by demanding its position on tax reform, including the abolition of the Financial Investment Income Tax (FIIT). It appears that they are exploiting the gap between the Democratic Party’s opposition to the abolition of the FIT, which is being emphasized by Democratic Party leader candidate Lee Jae-myung every day.
People Power Party leader Han Dong-hoon said on the same day, “Abolishing the gold investment tax is a matter of livelihood,” and added, “(If this candidate is difficult) I will hold a public debate with the acting party leader (and floor leader) Park Chan-dae.” In response, floor leader Park effectively expressed his intention to reject the proposal, saying, “This is pathetic. Does the ruling party have nothing to say other than the gold investment tax?”
An official from the Blue House said, “In a situation where the majority of the public agrees to the abolition of the gold investment tax, it is not desirable for the uncertainty over whether the system will be implemented to continue,” and urged discussion in the National Assembly.
People Power Party floor leader Choo Kyung-ho and Democratic Party floor leader Park Geun-hye also mentioned the need to form a consultative body between the ruling and opposition parties on the same day, and the senior deputy floor leaders of both parties are scheduled to meet on the morning of the 8th to discuss ways to form the consultative body.
