Manta: Former Magistrate Under Investigation for Alleged Bribery
Two properties in Manta linked to former magistrate of the National Court of Justice (CNJ), Byron Guillén, were raided by police and personnel of the Office of the Attorney General (FGE) as part of an investigation into alleged concussion.
The FGE reported seizing documents, cell phones, and electronic devices from the properties.
The investigation stems from testimony given by Daniel Salcedo, who was involved in the Metastasis case. Salcedo claimed to have paid Guillén $70,000 to influence a case involving money laundering.
Guillén denied knowing Salcedo and expressed willingness to cooperate with the FGE investigation.
In February, the Council of the Judiciary notified the cessation of functions of Guillén and three other judges due to the completion of their terms.
Another defendant in the Metastasis case, Helive Angulo, also implicated Guillén in the investigation. Phone records from those involved in the case suggest that Guillén promised to influence the case in favor of a criminal network led by Leandro Norero.
Separately, the Prosecutor’s Office opened another investigation involving Guillén, former judge Luis Rivera, former Judicial Council president Wilman Teran, and others. This investigation is based on information provided by Xavier Muñoz, a former Judiciary official who has agreed to cooperate with the FGE.
