“There is a high public danger of the perpetrator and the act. From the collected evidence, it is clear that within 5 months, Panteleev committed 60 striking violations of the Road Traffic Act. In all these cases, he was traveling at over 100 kilometers per hour, including 248 km/h and 268 km/h when leaving and entering a built-up area.
