“55% of the “Aegis” program implemented by the Ministry of Climate Crisis and Civil Protection and assigned to TAIPED has already been contracted or is in the process of being signed with definitive contractors.

In particular, they have been auctioned by the Ministry of Climate Crisis and Civil Protection firefighting and fire protection projects with a total budget of 1.66 billion Euros, while 250 million euros have already been disbursed in fire prevention and protection actions by the Ministries. of Environment and Energy, Climate Crisis and Civil Protection and the DEDDIE”, is emphasized in a joint press release of the Ministries of National Economy and Finance, Climate Crisis and Civil Protection and Environment and Energy.

As pointed out, 17.7% of the “AEGIS” program is implemented by TAIPED has been contracted and 37.6% is in the phase of final signing of the contracts.

For the remaining 45%, the relevant tenders are in the finalization phase with evaluation of the tenders that have been submitted.

“In total, the Ministry of Climate Crisis and Civil Protection has tendered firefighting and fire protection projects and equipment, budget of 1.66 billion euros, of which 1.5 billion was auctioned after July 1, 2023″ it is pointed out in the press release and it is noted that “these are international tenders subject to strict transparency rules and specifications, inflexible deadlines, the possibility of objections and the obligation of control and approval by the Auditing Conference”.

In addition, it is emphasized that during the period 2022-2024 in the context of the prevention and protection of forest areas, the Ministry of the Environment has implemented, through TAIPED and DEDDIE, a large prevention and fire protection program, with resources from the Recovery Fund for the Anti-nero program , which approaches 476 million euros, of which 243 million euros have already been contracted and disbursed.

For the regions of Eastern Attica

Especially for the regions of Eastern Attica, the press release states, contracts amounting to 35.8 million euros have been signed and interventions have been made with forest clearances, opening of fire protection zones and forest roads in areas of 36,300 acres.

In more detail, the data, as recorded by the co-competent ministries, are as follows:

“AEGIS” program

In the part of the program implemented by the Ministry of Climate Crisis and Pol. Protection through the Strategic Importance Contracts Unit of TAIPED, with a budget of 979 million euros, contracts amounting to 116.4 million euros have already been signed.

The projects concern the supply of aerial surveillance aircraft, helicopters, firefighting vehicles of various types, modern mobile operational centers for the 13 regions, etc. The above contracts are already in the execution stage.

There are also projects worth 56.8 million euros to be signed with the contractors, which concern the purchase of additional fire engines, other auxiliary vehicles for the Fire Brigade, collapsible metal Bailey bridges to deal with floods and other natural disasters, etc.

The above contracts correspond to a total of 17.7% of the program implemented by TAIPED.

For contracts amounting to 368 million euros, which correspond to a percentage of 37.6% of the part of the “Aegis” program executed by TAIPED, contractors have already been announced and are therefore expected to be signed in the near future.

55% of the “AEGIS” program implemented

These contracts concern the supply of firefighting vehicles, equipment for the Fire Brigade, amphibious firefighting aircraft, unmanned aerial vehicles (UAVs) for aerial surveillance, fire detection systems for archaeological sites, helicopter upgrades, etc.

Therefore, 55% of the “AEGIS” program that is being implemented through TAIPED has either already been contracted or is about to be signed with definitive contractors.

Five (5) tenders amounting to 418 million euros are in the completion stage, i.e. in the bid evaluation phase, while another one with a budget of 18.5 million euros is expected to start soon. These competitions make up the remaining 45% of the program.

“AEGIS” is financed by the National Recovery and Resilience Plan Greece 2.0 and the NSRF is the largest program to strengthen the Civil Protection mechanism and an unprecedented process of mass procurement of special operational means with open international tender procedures.

Anti – Nero Forest Protection Program & National Reforestation Plan

The Strategic Importance Contracts Unit of TAIPED within the framework of the Anti-Nero program implemented by the Ministry. Environment, which is financed by the National Recovery and Resilience Plan Greece 2.0, has matured, carried out the relevant tender procedures and signed 160 contracts amounting to 321 million euros in the period 2022 – 2024.

In particular:

  • In 2022, 39 contracts worth 52 million euros were signed.
  • In 2023, 47 contracts amounting to 69 million euros.
  • In 2024, 74 contracts worth 200 million euros.

As far as the regions of Eastern Attica are concerned, within the framework of the program, contracts worth 35.8 million euros have been signed and interventions have been made (forest clearing, maintenance and opening of fire protection zones and forest roads) in areas of approximately 36,300 hectares in areas of responsibility of the forest offices of Parnitha, Penteli, Lavrio and Kapandriti.

  • Total contract value 8.41 million euros.
  • Total area of ​​intervention ~ 6,900 acres.

All contracts concerning prevention and fire protection projects in Attica for this year’s fire season were signed until March 2024, several weeks before the start of the fire season.

As part of the Anti-Nero program, projects that are part of the National Reforestation Plan are also implemented.

In particular, the following contracts have been signed with a total value of 42 million euros (plus VAT) with a total reforestation area of ​​57,000 hectares:

Section 1: Areas for reforestation under the responsibility of the Forestry Departments of Aigaleo, Kapandriti, Lavrio, Megara and Piraeus, contract value 11.33 million euros (plus VAT).

Section 2: Area to be reforested under the jurisdiction of the Penteli Forestry Department, contract value 11.54 million euros (plus VAT).

Section 3: Area to be reforested under the responsibility of the Parnitha Forest Service, contract value 11.4 million euros (plus VAT).

Section 4: Area to be reforested under the responsibility of the Forestry Department of Thessaloniki, contract value 6.6 million euros (plus VAT).

Black Pine: Reforestation works with black pine in areas of responsibility of the Limni Forestry Department, within the framework of the “National Reforestation Plan”, contract value 1.2 million euros (plus VAT).

Total €42 million plus VAT or €52.1 million including VAT.

Also, for the first time, TAIPED in collaboration with the General Directorate of Forests activated a contract worth 4.8 million for the management of emergency conditions for Attica and the neighboring areas, mobilizing special machines for opening fire zones, helping the work of the fire department.
