Speaker of the House of Representatives, Aguila Saleh, stressed that “the Libyan people are facing a critical stage to form a unified authority capable of dismantling centralization,” noting that “the Council is committed to national constants and has not succumbed to any external pressures.”

Saleh said in his speech during the House of Representatives session, “The Libyan people witnessed all the stages that followed the revolution of February 17, including the military conflict that had its victims and its damages on stones before people, the absence of the state, the collapse of institutions and their division in another stage, and the disintegration of the social fabric in some areas. However, the real obstacle and problem in all these stages is that the capital, Tripoli, fell under the control of armed groups that announced their presence and strength directly after the House of Representatives elections in 2014.”

He added: “The preliminary phase that brought about the current Presidential Council and the government did not achieve anything that was stated in the Geneva Agreement, and we found ourselves facing the worst harvest of which was the inability to organize the elections on time, at a time when the elections represented a glimmer of hope that enjoyed popular and international support, represented by the turnout of nearly three million voters and a large number of candidates for the presidency and the House of Representatives.”

Saleh stressed “the House of Representatives’ sincere efforts to get the country out of the crisis, while it was blamed for opening the doors of dialogue at home and abroad with various parties, and for taking amnesty decisions and cancelling the political isolation law, which we intended to heal the rift, turn the page on the past, and achieve justice among Libyans in managing the affairs of their country.”

During his speech, Counselor Aguila Saleh called for “unifying power and everyone’s participation in order to preserve the country’s unity, stop the conflict, end the crisis, reach a fair distribution of wealth, and provide opportunities for participation in decision-making so that the people of Libya in the cities, villages, and three regions enjoy equal rights. Unity of power is necessary to dismantle the geography of the conflict and end it.”

The Speaker of the House of Representatives, Aguila Saleh, pointed out that “the House made concessions in order to reach an agreement that satisfies everyone,” stressing that “he did not seek to extend himself as Speaker of the House of Representatives and did not conspire with anyone to postpone the elections, adding that he categorically rejects the return of fighting and the division of Libya.”

Saleh stressed, “He did not give permission to involve Libya in any international agreements and we did not submit to international pressures, whatever they may be, but through experience with all the solutions that were proposed with the aim of resolving the crisis and stopping the conflict, I do not find anything other than sharing wealth between the regions as a solution to end the state of conflict that has exhausted the country.”

He stressed, “There is a group that wants the situation to remain as it is, so we must stand together for the present and the future and ignore the trumpets of sedition, hatred and grudges to build an authority that achieves local governance and ends centralization.”
