Kim Su-hwan, Deputy Commissioner General of the National Police Agency (55), has been nominated as the Commissioner General of the Busan Metropolitan Police Agency, and Lee Ho-young, Dean of the National Police University (58), has been nominated as the successor to Deputy Commissioner General Kim.
The National Police Agency announced a high-ranking transfer of the Chief of Police on the 14th. The appointment date is the 16th, as a follow-up measure to the promotion of the Chief of Police and Chief of Police on the 10th.
The Commissioner General of the National Police Agency is the rank immediately below the Commissioner General of the National Police Agency, who is the head of the police force, and includes the Director of the National Investigation Headquarters, the Deputy Commissioner General of the National Police Agency, the Commissioners General of the Seoul Metropolitan Police Agency, Busan Metropolitan Police Agency, Gyeonggi Southern Police Agency, and Incheon Metropolitan Police Agency, and the President of the National Police University.
Kim Bong-sik, the new Seoul Metropolitan Police Agency Commissioner, was born in Daegu in 1967. He graduated from the 5th class of the Department of Public Administration at the National Police University and received a master’s degree from Kyungpook National University’s Graduate School of International Studies.
After joining the police force as a superintendent in 1989, he served as the chief of the criminal investigation division at the Gyeongbuk Provincial Police Agency, the chief of the criminal investigation division at the Daegu Provincial Police Agency, and the chief of the metropolitan investigation unit, before being promoted to superintendent in 2022. After that, he served as the chief of the Seongseo Police Station in Daegu and the chief of the investigation division at the Seoul Metropolitan Police Agency. After being promoted to superintendent in September of last year, he served as the chief of the investigation bureau at the National Investigation Headquarters of the National Police Agency.
He was promoted to the Chief of Police at the beginning of this month and served as the Chief of the Southern Gyeonggi Provincial Police Agency, but after two months, he was transferred to the Chief of the Seoul Metropolitan Police Agency. Commissioner Kim was promoted very quickly to the Chief of Police and Chief of Police since the start of this government. It is known that he met President Yoon Seok-yeol when President Yoon worked at the Daegu District Prosecutors’ Office and the Daegu High Prosecutors’ Office.
The newly appointed Deputy Commissioner of the National Police Agency, Lee Ho-young, was born in Seosan, South Chungcheong Province, graduated from Dongguk University’s Department of Police Administration, and entered the police force as a 40th class officer candidate in 1992. After being promoted to superintendent in 2020, he served as the first division chief of the South Chungcheong Provincial Police Agency and the director of the National Police Agency’s information and communication equipment policy department. In October of last year, he served as the commissioner general of the Ministry of the Interior and Safety, and as the president of the National Police University since early this month.
Kim Soo-hwan, the new Busan Metropolitan Police Agency chief, was born in Miryang, Gyeongsangnam-do. After graduating from the 9th class of the National Police University, he served as the chief of Miryang Police Station in Gyeongsangnam-do, the chief of Jongno Police Station in Seoul, and the chief of the Seoul Metropolitan Police Agency’s Police Planning Division. He was promoted to the rank of Chief of Police in 2022 and served as the director of the National Investigation Headquarters’ Security Investigation Bureau and the director of the Public Safety Information Bureau at the National Police Agency. After being promoted to Chief of Police in August of last year, he served as the dean of the National Police University and the deputy commissioner of the National Police Agency.
Chungnam Provincial Police Agency Commissioner Oh Moon-kyo was transferred to the position of President of the National Police University, and Gangwon Provincial Police Agency Commissioner Kim Jun-young was transferred to the position of Chief of Gyeonggi Southern Provincial Police Agency.
A transfer of 24 police superintendents, the rank just below the superintendent of police, was also carried out. As a result, a large number of city and provincial chiefs were replaced.
Kim Dong-kwon, director of international cooperation at the National Police Agency, was appointed as spokesperson for the National Police Agency, and Do Jun-soo, director of police management at the Seoul Metropolitan Police Agency, was appointed as planning and coordination director for the National Police Agency.
Lee Seung-hyeop, director of the National Investigation Headquarters Security Investigation Bureau, was named as the Daegu Metropolitan Police Agency Commissioner, Park Seong-ju, director of the Police Human Resources Development Institute, was named as the Gwangju Metropolitan Police Agency Commissioner, Hwang Chang-seon, director of planning and coordination at the National Police Agency, was named as the Daejeon Metropolitan Police Agency Commissioner, Chungbuk Metropolitan Police Agency Commissioner Jeong Sang-jin was named as the Ulsan Metropolitan Police Agency Commissioner, and Eom Seong-gyu, director of the Security Bureau at the National Police Agency, was named as the Gangwon Metropolitan Police Agency Commissioner.
Bae Dae-hee, director of the National Investigation Headquarters of the Korean National Police Agency, was transferred to the Chungbuk Provincial Police Agency, Choi Jong-moon, deputy director of the Seoul Metropolitan Police Agency’s Public Safety Department, was transferred to the Jeollabuk-do Provincial Police Agency, Mo Sang-myo, chief of Bundang Police Station of the Gyeonggi Southern Provincial Police Agency, Kim Seong-hee, spokesperson for the Korean National Police Agency, was transferred to the Gyeongnam Provincial Police Agency, and Kim Su-young, director of the Police Affairs and Personnel Planning Department of the Korean National Police Agency, was transferred to the Jeju Provincial Police Agency.
The appointment of 45 superintendents of police, who are below the rank of superintendent, was also announced. Lee Jun-hyung, the head of the Incheon Metropolitan Police Agency’s Public Safety Bureau, was appointed as the director of international cooperation at the National Police Agency, and Kwak Byeong-woo, the deputy director of the Jeju Metropolitan Police Agency, was appointed as the director of security situation management at the National Police Agency’s Crime Prevention and Response Bureau.
Meanwhile, Gyeonggi Suwon Southern Police Station Chief Cho Byeong-no, who was identified as the person who exerted external pressure on the investigation into the ‘customs officer drug smuggling suspicions’, was transferred to the position of Chief of the Public Safety Department of the Jeonnam Police Agency. At the National Assembly personnel hearing on the 29th of last month, when asked, “If you become the Commissioner General of the National Police Agency, will you take personnel action against Superintendent Cho?”, Police Commissioner General Cho Ji-ho responded, “I will review it.”
