Opposition: “Ignoring legislative power” Presidential Office: “Deploring reality”
President Yoon Seok-yeol approved the request for reconsideration (veto) of the ‘250,000 won livelihood recovery support fund for all citizens’ (Special Measures Act on the Payment of Livelihood Recovery Support Funds) and the ‘Yellow Envelope Law’ (Revision of the Labor Union Act and the Labor Relations Adjustment Act), which were passed by the National Assembly under the leadership of the Democratic Party of Korea on the 16th. This is the 21st veto exercise on a bill since taking office. The Democratic Party strongly protested, saying, “President Yoon has thrown a veto bomb. The president’s tyranny, which renders the National Assembly’s legislative power useless and ignores the constitutional spirit of the separation of powers, is almost at the level of a dictatorship.”
In a briefing held that day, presidential spokesperson Jeong Hye-jeon said, “It is regrettable that we have no choice but to exercise our right to request reconsideration again due to the opposition party’s unilateral push through bills without any social consensus.” She continued, “There are five bills that the opposition party unilaterally pushed through after re-voting on them,” and said, “It is the president’s duty and responsibility as the guardian of the Constitution to exercise her right to request reconsideration of bills that are unconstitutional or potentially illegal.” She then pointed out, “I would like to ask what the intention is of continuing to push through bills that are unconstitutional, illegal, and lack social consensus, while putting aside livelihood bills, for which she has no choice but to exercise her right to request reconsideration.”
In a commentary, Democratic Party floor spokesperson Noh Jong-myeon criticized, “It is obvious that President Yoon does not even remember what he has vetoed,” and “Even the expression ‘habitual veto’ is not enough. To this extent, it is an addiction.” He also said, “Former President Syngman Rhee vetoed 45 bills during his 12 years in office, but President Yoon dwarfs Syngman Rhee’s veto frequency.”

Yoo Sang-im appointed as Minister of Science and ICT
Chung Hye-jeon, the spokesperson for the Blue House, pointed out that “there are many opinions that the Special Act on the Payment of Livelihood Recovery Support Funds is highly unconstitutional because it requires the issuance of a large-scale national bond to secure 13 trillion won in funds and violates the constitutional provision that the executive branch has the authority to form the budget.” She also criticized the Yellow Envelope Act, saying, “It is a bill that the opposition party unilaterally passed without an agreement between the ruling and opposition parties and labor and management by adding a poison pill provision to a bill that was already scrapped in the 21st National Assembly.” She continued, “It is an attempt to unreasonably expand the scope of negotiation counterparties and strike targets and make excessive exceptions to the principle of compensation for damages, effectively exempting even damages resulting from illegal strikes,” adding that “it is even worse than the already scrapped bill.”
Amid the increasingly intense confrontation between the ruling and opposition parties as the opposition party-led bills pass and the president repeatedly exercises his veto, President Yoon Seok-yeol also appointed Yoo Sang-im as Minister of Science and ICT (pictured). The presidential office announced in a notice from the spokesperson’s office that day that “President Yoon has approved the appointment of Minister Yoo.” This is the 26th ministerial appointment that has not received National Assembly approval since the current government took office.
Earlier, the National Assembly Science, Technology, Information, Broadcasting, and Communications Committee did not adopt the personnel hearing progress report on Minister nominee Yoo by the 12th, the deadline for submitting the hearing report. The Science, Technology, Information, Broadcasting, and Communications Committee members from the Democratic Party of Korea called for the withdrawal of the nomination, citing Yoo’s son’s false residence registration and draft dodging, as “a comprehensive set of disqualifying factors including habitual tax evasion, suspicions of children evading military service, and lack of expertise,” and even refused to adopt the hearing report. In response, President Yoon requested the National Assembly to resubmit the hearing report by the 15th, but when this was rejected due to opposition from the opposition party, he pushed ahead with the appointment that day.
As of this day, President Yoon has appointed 15 ministers and 11 other ministerial-level officials without hearing reports since taking office. This is the largest number among all previous governments, surpassing the previous Moon Jae-in government (24 people).
