The status and roles of the region, a current debate at the heart of the dynamics of institutional reforms (M. Mayara)

Speaking on the occasion of the opening of the work of a thematic conference under the theme “Role of the region in economic development and the challenges of promoting investment: the Rabat-Salé-Kénitra region as a model”, Mr. Mayara indicated that the Chamber of Advisors has decided, with its institutional partners, to focus during this year on the place of the region and its roles from the angle of complementarity, convergence and integrated economic development in the face of the challenges of reducing spatial disparities.

At the top of the institutional reforms, he noted, is the adoption of a new national investment charter with a new generation of administrative measures, which comes after the adoption of a national charter of administrative decentralization and the promulgation of a decree on the reform of regional investment centers.

In the same context, the President of the Chamber of Councillors called for taking this opportunity to deepen the debate around the implementation of the principles of convergence at the level of decentralized and deconcentrated development attributions, in the service of the optimal management of the spatial economy, in the light of the amendment of the decree establishing the procedure for developing the regional development program to achieve complementarity with the policy of administrative decentralization, as well as in the context of support for the development and implementation of regional development plans and regional development programs in addition to program contracts between the State and the regions.

After noting that the theme of the conference comes within the framework of the holding, on December 20, of the 5th Parliamentary Forum of the Regions, Mr. Mayara observed that the territorial areas do not benefit from the same share of growth, thus favoring the emergence of territorial disparities between the provinces within the same region.

He also expressed the wish to see the work of this conference lead to conclusions that could constitute a basis for discussion during the 5th Parliamentary Forum of the Regions, in order to ultimately develop a global roadmap to encourage economic growth across territorial areas.

For his part, the President of the Council of the Rabat-Salé-Kénitra region, Rachid El Abdi, stressed that this meeting is an opportunity to highlight the economic, human and development assets of the region and to review the different sectoral strategies at the level of the same region.

Investment is one of the fundamental drivers of sustainable economic, social, environmental and spatial development, he continued, noting that it is also a dynamic means of income and employment creation.

In the same vein, Mr. El Abdi took stock of the 2024 Finance Bill, noting that the government has decided to strengthen private investment by increasing its share, currently set at one third, to two thirds in 2035, in order to lay the foundations for a competitive and sustainable national economy.

After indicating that Rabat-Salé-Kénitra is the second region at the national level in terms of contribution to the gross domestic product (GDP), Mr. El Abdi stressed that it has various assets that allow it to guarantee development in different areas and projects.

The holding of this conference takes place within the framework of the preparations for the 5th Parliamentary Forum of the Regions, placed under the theme “advanced regionalization and the challenges of inclusive and sustainable development”, he recalled, noting that this theme is of capital importance because of the problems and challenges it raises.

This conference, organized at the initiative of the Chamber of Advisors in partnership with the Region of Rabat-Salé-Kénitra, was marked by the holding of two sessions, focusing respectively on “the programming of economic development and the challenges of convergence with sectoral strategies” and “the improvement of the business climate and the strengthening of the attractiveness and competitiveness of the provinces and prefectures in the region, in light of the new national investment charter”.
