Presenting this bill, the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, indicated that it intervenes in application of the provisions of Article 81 of the Constitution which stipulates that “the government may take, in the interval between sessions, with the agreement of the relevant committees of the two Chambers, decree-laws which must be, during the following ordinary session of Parliament, submitted for ratification by the latter”.
Welcoming the efforts of parliamentarians to promulgate this bill in record time, Mr. Baitas noted that the latter reflects the efforts made by the Kingdom, on the high instructions of HM King Mohammed VI, to deal with the effects of the Al Haouz earthquake.
The government had promulgated, on 18 Rabii I 1445 H (October 4, 2023), a decree-law establishing the High Atlas Development Agency, after its approval by the relevant committees in both Houses of Parliament.
Published in Official Bulletin No. 7236 (October 5, 2023), this decree-law aims to create a public institution with legal personality and financial autonomy under the name “High Atlas Development Agency”, which will supervise the implementation of the program relating to the reconstruction and rehabilitation of disaster areas following the Al Haouz earthquake.
It also sets out the missions and responsibilities assigned to the Agency, in particular the implementation of reconstruction and rehabilitation projects in affected areas, taking into consideration the environmental dimension and respecting the heritage, traditions and lifestyles of the inhabitants of the areas concerned, as well as earthquake-resistant construction standards.
The Agency is also responsible for ensuring the convergence and coherence of the projects included in the programme in coordination with the various departments and stakeholders concerned.
