Metastasis Case: ‘Estimado’, Norero’s right-hand man, receives a 15-month prison sentence

Helive Angulo, alias ‘Estimated‘, a suspected collaborator of Leandro Norero, was sentenced to 15 months in prison for the Metastasis case.

Finally, after evaluating the case presented by the Prosecutor’s Office and the collaboration of ‘Estimated‘In the Metastasis case, the associate judge Manuel Cabrera imposed a reduced sentence against the man who would have been the administrator of the assets of the drug trafficker Leandro,’The Boss’Norero.

In the oral ruling, Cabrera stressed that Angulo accepted – before the Prosecutor’s Office – his participation in the organized crime structure that Norero commanded from the Cotopaxi Prison.

According to the case theory presented by the Public Prosecutor’s Office, based on 36 pieces of evidence, ‘Estimado’ was in charge of managing and paying bribes to justice operators with the aim of achieving impunity for ‘El Patrón’ and his family members.

Initially, in his intervention, Wilson Toainga, the acting Attorney General, requested a reduced sentence of 40 months in prison for Angulo, since he accepted his guilt and submitted to an abbreviated procedure.

The Prosecutor’s Office also asked the Magistrate to evaluate the effective cooperation of ‘Estimado’ in the Metastasis case, as a mechanism for a second reduction in the sentence. Cabrera said that there is no express rule on the feasibility of the simultaneous application of two reductions in the sentence for abbreviated proceedings and effective cooperation.

The judge added that, according to Ecuadorian regulations, when there are doubts about the application of two norms that entail a sanction, the most favorable for the accused must be applied. That is, a reduction in effective cooperation may be applied.

For this reason, Cabrera decided to sentence Angulo to 15 months in prison, as recommended by the Prosecutor’s Office. Of these, ‘Estimado’ has already served seven months, as he has been detained since December 14, 2024. That is, he will be in prison until March 2025.

In addition, the Judge accepted the request of the Prosecutor’s Office and ordered the payment of USD 5,520 as a fine and USD 11,040, as full reparation, in favor of the State Attorney General’s Office, as representative of the State as victim.

In this way, Helive Ángulo becomes the third person sentenced in the Metástasis case. Previously, Gabriel García and Lenin Mazón, national police officers, who were accused of collaborating with Norero’s network, were sentenced to three years and four months in prison.
