Guide to Vehicle Ownership Transfer in Bogotá: Fees, Requirements, and How to Navigate the Process

Fees for this procedure in 2024  

  • Car + (1% on appraisal as withholding tax): $199,950
  • Motorcycle + Withholding (1% on appraisal as withholding tax): $114,650

Conditions and requirements

  • Be registered on the National Traffic Single Registry (RUNT), as a natural or legal person (both seller and buyer). If a third party carries out the procedure, they must also be registered.
  • The vehicle must be registered in Bogotá and recorded in the RUNT.
  • The SOAT must be valid in the RUNT
  • Technical Mechanical Review when applicable uploaded in RUNT.
  • Both the buyer and the seller must be up to date on fines for traffic violations at the national level.
  • Certificate of tax payment on the vehicle, which will be validated on the Finance Secretary’s page. It is suggested to provide the physical payment receipt to expedite validation.
  • In the case of legal entities, the Certificate of Existence and Legal Representation is verified in the RUES system.

Present

  • Citizen ID or password. 
  • Form for the application of the National Automotive Registry procedure, duly filled out.
  • Sale contract, document, or declaration attesting to the transfer of ownership rights, made in accordance with civil and/or commercial laws, attaching the impressions; or certification issued by the manufacturer, assembler, or importer of the vehicle, recording identifying numbers such as the engine number, series or chassis or VIN; or the image of the QR code, as appropriate.
  • Present the payment receipt for the Withholding Tax.
  • Payment of the processing fee (at the authorized bank, which is located at the service points of the Single Window).
  • If the owner is a legal entity, validation is done through RUES.
