It is stated that the former member of the council in 2019-2023 received 13,773 euros from the municipality of Radviliškis for the payment of expenses related to the activities of a council member. Part of the funds, 920 euros, was allocated to car repairs, which were carried out in the company managed by the politician’s father, and the rest to the rental of a Porsche Macan Turbo car from the company managed by J. Kvėglys.

The investigating prosecutor stated that from 2019 from May to September, Mr. Kvėglys submitted 4 invoices for car repairs performed at Regejus UAB owned by the politician’s father. The invoices submitted to the municipality do not indicate which car was repaired and which repair work was performed, all invoices were submitted on the last day of the month.

Kvėglis, who at that time was the head of UAB “Regejus” division, and the company managed by his father, a rental contract for the car “Porsche Macan Turbo” was concluded. The fixed price of renting a car per month is 322 euros.

in 2021 in September, J. Kvėglys, who became the manager of the same company “Regejus”, increased the rent of the car for himself as a lessee and as a lessor. The prosecutor of the investigation emphasized that, according to the municipal regulation, office expenses paid to politicians are intended only for the payment of expenses related to the activity of a council member. Therefore, according to him, Mr. Kvėglys not only did not comply with the stipulated requirements, but also entered into an alleged car rental agreement. The councilor at the time had a personal car, but rented it from a company. The prosecutor called such a car rental a hidden lease – during the term of office, the municipality paid 64 percent. the value of the rental car.

For his part, Mr. Kvėglys testified that according to the regulation of the Radviliškis district municipal council, it was possible to rent a car. According to him, everything was done according to the law – neither the municipal audit nor the controller had any complaints. The former councilor stated that he did not provide fuel or other receipts to the municipality, and the car he rented was a company car and he did not earn or receive anything from it.

The prosecutor asked the court to recognize the 2019 contracts of Mr. Kvėglio and UAB “Regejus” as null and void from the moment of their conclusion. October 1 the lease agreement for the “Mecedes Benz” car and the 2019 November 4 lease agreement for the car “Porsche Macan Turbo” and to award 13,773 euros from J. Kvėglis in favor of the municipality of Radviliškis district. In addition, to award 5 percent annual interest on the awarded amount from the day the case was filed in court until the execution of the court decision.

The decision of the court is to be announced in the Šiauliai district court’s Radviliškis palace on September 11.
